  • Shahzada Alam Malik has vast experience of Telecommunications field. As chairman Telecomm Regulatory Authority, he has revolutionized Telecom Sector in Pakistan. Effective and transparent regulatory framework introduced by him, has accelerated development of the Telecom Sector in the country. Growth rate of cellular mobile is highest in the region (from 3.24 in 2004 to 14.1 in 2005). He has successfully implemented liberalization process in Pakistan. As a result all segments of the sector are growing at an unprecedented rate, healthy competition has been introduced and tariff of different services have significantly reduced. Pakistan Telecom liberalization Model has been show cased by the World Bank for developing countries.
     

  • As Chairman Frequency Allocation Board, he has designed a comprehensive national Frequency Allocation Plan and implemented the same thereby systemizing the spectrum management. He has planned and deployed wireless communication systems throughout the country to provide access to unserved areas. He has organized open and transparent auction of spectrum for Cellular Mobile and WLL Systems. He remained involved in the frequency coordination process of PAKSAT Satellite Project with international Satellite Organizations and Administrations.
     

  • He has represented Government of Pakistan on different national and international telecom forums and made significant contributions on many telecom issues. Due to his leadership dynamism and concerted efforts, Pakistan won the positions of ITU Council seat and RRB membership during PP-2002. He is regularly invited by national and international telecom organizations as key-note speaker to deliver lectures on modernization and regulation of Telecom Sector. In recognition of his contributions for development of telecom sector, he has been elected President Asia-Pacific Telecommunity during 10th Session of General Assembly held in November 2005.

  • CHAIRMAN PAKISTAN TELECOM AUTHORITY

• Policy Formulation of Telecommunication Sector Liberalization

o Advised Government of Pakistan on regulatory issues in formulation of Telecom Deregulation and Mobile Cellular Mobile Policies
o Prepared strategic plan and roadmap for implementation of Telecom Deregulation and Mobile Cellular Policies

• Licensing of Fixed Line and Cellular Mobile Systems under the New Policies

o Auction of spectrum for the two cellular mobile licenses
o Auction of spectrum for wireless local loop (WLL) services
o Award of Local Loop (LL), Long Distance & International (LDI) service licenses

• Simplification of Licensing for Value-added services
Introduced class licensing regime to simplify licensing process for value added services. A number of licenses have been merged into Class Value-Added License. Registration has been introduced for smaller licenses.

• Creation of Conducive Environment for Development and Growth of Telecom Sector

o Various incentives given to the licensees
o The regulator assumed the role of facilitator
o All segments of telecom sector growing at astounding rate.

  • CHAIRMAN FREQUENCY ALLOCATION BOARD (FAB)

• Prepared and implemented National Frequency Allocation Plan
• Systematization of the frequency allocation procedures
• Acquisition of state-of-the-art National Frequency Management and Monitoring System (NFMMS). This system is fully automated and spectrum allocation and management is computerized.
• Due diligence process and frequency coordination in connection with launching of PAKSAT

  • SIGNALS-OFFICER-IN-CHIEF PAKISTAN ARMY

Developed and deployed various country wide telecommunication systems including Satellite System, Electronic Warfare System and command, control, communication and Information system for the defence.

  • Elected as the President of the General Assembly of the Asia-Pacific Telecommunity (APT) for a term of three years (2006-08).
     

  • Represented Government of Pakistan on various international telecom forums and contributed in ITU Council Sessions, World Telecom Development Conference (WTDC), World Radiocommunication Conference (WRC), Plenipotentiary Conference-2002, World Summit on Information Society (WSIS) and the Global Symposium for Regulator (GSR) including APT, SAFIR, SAARC and ICC. He is well conversant with ITU Radio Regulations.
