5G: Regulatory Approaches to Facilitate Successful 5G Deployments

5G can provide the basis for digital transformation and economic growth in many developing and developed countries via a high-speed, high-quality broadband network that may seamlessly connect not only everyone but also everything. In addition to enhanced mobile broadband, 5G will also provide new services such as industrial automation, smart transportation systems, remote surgery with e-health, e-learning based on augmented/virtual reality, smart energy, smart water management, smart agriculture etc. to benefit consumers, industries, and society.

Timely access to necessary spectrum is crucial to enabling 5G success. Due to the diverse use cases, 5G will require access to different types of frequency bands. Globally harmonized availability of low, mid and high band spectrum is essential to enable the full potential of 5G and to realize economies of scale based on global standards for equipment. In addition, other factors such as minimizing barriers to deployment will also enable the benefits of 5G to society.

In this context, the 600/700 MHz band, the 3300-3800 MHz band and the key mmWave tuning ranges 24.25-29.5 GHz and 37-43.5 GHz are essential to provide the spectral resources to make 5G a success. Furthermore, both licensed and license-exempt/unlicensed bands will be needed to support the various 5G applications and for the latter case, global momentum is building in the 57-66 GHz and 66-71 GHz bands.

Industry Leaders as Drivers of Leading Emerging Technologies

Emerging or disruptive digital technologies and services such as Artificial Intelligence (AI), Internet of Things (IoT) and 5G can significantly contribute to the fulfillment of the UN Sustainable Development Goals (“SDGs”), as enablers of large scale deployments through the proliferation of digital services in the converged ecosystem or drivers towards the 4th industrial revolution.
