Dr. Mohamed Ahmed Nacer, President of the Council, Post and Telecommunications Regulatory Authority of Algeria (ARPT), since 2016. Previously served as board member of Regulatory Authority since 2012 where he gained ample knowledge and experience in regulation of the Post and ICT sectors.

Prior to joining ARPT Mr. Ahmed Nacer was a full Professor at Algier’s University (USTHB) since 1997 and the Director of Computer Science Laboratory from 2009 to 2012. He also worked as an expert at the UNDP project in the enhancement of quality assurance and institutional planning at Arab Universities. Mr. Ahmed Nacer is still research director in software engineering area, and an expert member of the National Commission for the Evaluation of Research Projects in Computer Science at the Ministry of Higher Education and Scientific Research (MESRS)
