Chairman of the Board of OSIPTEL. He has held positions in the public and private sector, as Manager of Legal and Corporate Affairs of Peruana de Combustible S.A. (PECSA), Head of the National Electronic Government Office-PCM, Legal Vice President in Bellsouth Peru and TELE 2000, Corporate Manager of the British American Tobacco Company, Senior Associate in Rubio, Leguía, Normand Law firm, among others.

He is a Lawyer from the Catholic University of Peru, Master of Laws from the Illinois Institute of Technology Chicago - Kent College of Law. He has integrated OSIPTEL Collegiate Bodies, resolving disputes between companies within the scope of his competence and has independent consulting experience. Professor in the areas of Administrative Law and Telecommunications Law at the Catholic University of Peru and has written several articles on these areas.
