The transition to new generations of mobile- and fixed-broadband communications is a never-ending process. Mass penetration of digital services in the digital-economy era exerts a huge economic impact on telecommunication/ICT service providers and consumers. We are a step closer to affordable connectivity through the timely application of adequate national telecommunication/ICT economic policies and regulations based on cost models.

Following an introduction, the report comprises four core chapters with extensive reference to the ITU Tariff Policies Survey. The chapters cover new charging methods for services provided over next-generation (NGN) networks; models for infrastructure sharing, including commercial negotiation; consumer price evolution and impact on ICT service usage, innovation, investment and operator revenues; trends in the development of mobile virtual network operators (MVNOs) and their regulatory framework and best practice guidelines . The annexes provide case studies related to each of the above topics.
