New Technology Brings New Opportunity for Telecommunication Carriers: Artificial Intelligence Applications and Practices in Telecom Operators

Abstract

In the era of “computational intelligence, perceptional intelligence and cognitive intelligence” as the main direction for the future, telecom operators are on theirits way to building theirits own aArtificial iIntelligence (AI) ecosystem. In terms of developing AI technology, telecom operators have unique resources and technology advantages: ——big data resources, superior computing power, lots of investment in AI algorithmic research, broad gGovernment and enterprise customer resources. By making full use of these strengths, they have carried out a series of effective practices in the various field and achieved constructive results.

This report will be arranged as followsin the following pattern. In the first part, the history and the development status of AI has been introduced, as well as the Chinese powerful policy which was released to support its development. In the second part, the unique advantages for operators to develop AI have been introduced, whilst in the meantime, the AI development idea for telecom operators has been provided. In the third part, in order to be more persuasive, the practice of AI by telecom operators in multiple -fields, which aims to satisfy the internal requirements and meet the customer’s needs, has been described. FinallyIn the end, based on the current development trends of AI, its future prospects are has been made by this report. Undoubtedly, in the future, operators will further use their advantages to explore more AI development opportunities.

Wei LIANG, currently is the Director of 2025 Lab in China Telecom Beijing Research Institute, responsible for the R&D of innovative technologies in Telecos, with 10-year experience in the field. Before joining China Telecom, he held the position of Senior Researcher in Huawei HongKong, and received his Ph.D degree from Chinese Academy of Sciences.

 

Mingjun Sun
(China Academy of Information and Communication Technology,China)

Ms. SUN Mingjun, works at China Academy of Information and Communication Technology and has more than ten years experience in the area of ICT Standardization. She’s now head of the Artificial Intelligence department, and is the supervisor of various AI related standardization projects, including the implementation of Artificial Intelligence for telecom operators, AI interfaces between hardware and software platforms, performance of speech processing as well as visual processing, AI as a cloud services and speech & visual databases. All the above projects are widely supported by the Chinese AI industry. She’s an expert with rich experience in research and standardization of multimedia communication, IP network, data centers and cloud computing, etc. Ms SUN Mingjun is one of the main initiators of the Artificial Intelligence Industry Alliance (AIIA), Ms SUN Mingjun is also the leader of Artificial Intelligence working group, in China Communications Standards Association, and is now actively promoting standardization projects including the systemization of AI standardization, applying AI to network optimization, maintenance as well as 5G network, and classification of intelligence level.

Baohong He
(China Academy of Information and Communication Technology,China)

Baohong He holds the positions of Director of Cloud Computing and Big Data Research Institute, China Academy of Information and Communication Technology,  
Vice Chair of Data Center Alliance, Executive Vice President of Open Source Cloud Alliance for Industry and Vice-Secretary General of Artificial Intelligence Industry Alliance.  His research focuses on Internet related technology, standards, industry and policies.
He graduated from the Institute of Computing Technology, Chinese Academy of Sciences in 1999 and obtained his Doctorate degree in computer application technology.
Baohong He is also Chair of the Technical Committee on IP and Multimedia Communications of China Communications Standards Association  and leader of ITU-T SG16 domestic counterpart group.

He is the former chair of Internet research of China Academy of Information and Communication Technology, director of Internet Center, Vice-secretary general of CNGI Expert Committee, chair of TGG China Advisory Committee.

Baohong He has long been engaged in Internet-related technologies, standards, strategies and other aspects of research. He has led the completion of more than 10 international standards, obtained more than 10 invention patents, and presided over several national research projects.

Mingchuan Yang

Minghcuan Yang is currently Deputy Chief Engineer of Beijing Research Institute of China Telecom and Director of Cloud Computing and Big Data R&D division. Mingchuan Yang has long been engaged in new technology, new product research and development and management. Research and development of cloud computing, big data and artificial intelligence are the focus of his current work.


Xiaoou Liu
(China Telecom, Beijing Research Institute, China)

In 2016, Xiaoou Liu  joined China Telecom after earning her Master's degree. She has been engaged in industry solution preparation and project management. Currently, she is mainly responsible for cloud computing, artificial intelligence and block chain and other emerging technology research and industry application exploration.

 

Bouhan Zhang
(China Telecom, Beijing Research Institute, China)

Bohuan Zhang is a senior engineer who has a Master degree. Joining China Telecom Zhejiang company since 2004, he works on cloud computing, cloud network integration, business platform maintenance management and related new technology researching.

 

Yuntao Wang
(China Academy of Information and Communication Technology,China)

Mr. WANG Yuntao, Engineer at China Academy of Information and Communication Technology, graduated from University of Southern California, now his work focuses on artificial intelligence algorithm, opensource, datasets and open platforms. He has been actively engaged in the work of AI related standardization and evaluation. His formal research focuses on network planning and governmental level international cooperation. Yuntao Wei has been responsible for more than 15 projects on broadband development analysis and planning. He also has rich working experiences in ITU-D and ITU-T related work.​
