Agenda item 1.4 (WRC-19)

The World Radiocommunication Conference, Sharm el-Sheikh, 2019 (WRC-19) adopted revisions to Annex 7 to Appendix 30 including suppressing certain orbital position limitations in Annex 7 to Appendix 30 (Rev.WRC-15). The revised Annex 7 is contained in Appendix 30 (Rev.WRC-19) and enters into force as of 23 November 2019. The following geostationary-satellite orbit (GSO) arcs could be used for proposed new and modified assignments in the Regions 1 and 3 List in applying the procedure of Article 4 of Appendix 30:

  • Serving an area in Region 1 and using a frequency in the band 11.7 – 12.2 GHz at a nominal orbital position further west than 37.20 W;
  • Serving an area in Regions 1 and 3 and using a frequency in the band 11.7 – 12.2 GHz at a nominal orbital position within the GSO arcs of 35.99°W to 33.51°W, 32.49°W to 30.01°W, 28.99°W to 26.01°W, 23.99°W to 20.01°W, 17.99°W to 14.01°W, 11.99°W to 8.01°W, 5.99°W to 4.01°W, 3.99°W to 2.01°W, 0.01°E to 3.99°E, 6.01°E to 8.99°E and 9.01°E to 10°E.

WRC-19 also adopted Resolution 559 [COM5/3] (WRC-19) on the “Additional temporary regulatory measures following the deletion of part of Annex 7 to Appendix 30 (Rev.WRC-15) by WRC-19" and “Instructions to the Radiocommunication Bureau in application of revised Annex 7 to RR Appendix 30 and associated Resolutions”, which inter alia regulate all new submissions under § 4.1.3 of Article 4 of Appendices 30 and 30A in the above-mentioned GSO arcs during the period from 23 November 2019 to 21 May 2020. The Attachment to that Resolution provides a special procedure that offers possibility for certain administrations in Region 1 or Region 3 to submit new assignments using orbital positions within the above-mentioned GSO arc as a replacement of their national assignments appearing in the Plans, pursuant to § 4.1.27 of Article 4 of Appendices 30 and 30A.

The submission for applying the special assistance shall be sent to the Bureau through e-submission system with additional data as requested in paragraph 2 of the Attachment to the Resolution 559 [COM5/3] (WRC-19). The use of e-submission system is explained in the Circular Letter CR/434 dated 01.08.2018.

In response to instructs the Director of the Radiocommunication Bureau 1 of Resolution 559 [COM5/3] (WRC-19) – “to identify the administrations that meet the conditions of § 1 of the Attachment to this Resolution and inform these administrations accordingly”, the Bureau has established a list of Administrations that are eligible to apply the special procedure described in that Resolution based on the Appendices 30 and 30A master database (SPS_ALL_IFIC2909.mdb) published in BR IFIC (space services) 2909 of 26 November 2019. The list is shown in the documentation below.

In accordance with the instructs the Director of the Radiocommunication Bureau 2 of Resolution 559 [COM5/3] (WRC-19), the administrations in the list of Administrations below may request the assistance of the Bureau regarding the application of the above-mentioned special procedure. The request for assistance should be sent by e-mail to: ap30_assistance@itu.int.

In addition, in order to assist eligible administrations in Region 1 or Region 3 to create and submit new assignments in application of the special procedure in Attachment to Resolution 559 [COM5/3] (WRC-19), the Bureau would like to make available the following documentation.

Following the publication of Circular Letter CR/455, the Bureau is listing in the table below a summary of the submissions received under resolves 1 of Resolution RES559 [COM5/3] (WRC-19) from eligible Administrations, in addition to the "as-received" publication on the BR space website.

Please also note that, in accordance with resolves 2 of Resolution RES559 [COM5/3] (WRC-19), the following submissions will be considered as received by the Bureau on 21 May 2020 except those at an orbital position not within the Resolution 559 [COM5/3] (WRC-19) orbital arc.

Note 1 (submissions marked with *): the orbital position for this submission is not within the RES559 [COM5/3] (WRC-19) orbital arc.

Note 2 (submissions marked with **): this submission was received after the deadline established in resolves 1 of Resolution 559 [COM5/3] (WRC-19).
