Jaroslaw K. Ponder, Head of the Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland), representing ITU in Europe and directing actions, projects, initiatives and experts groups targeting 46 countries of the Europe Region. His portfolio includes set of Regional Initiatives for Europe, designed by the European Member States and focusing on the ICT Infrastructure, Digitization, Digital Inclusion, Accessibility, Innovation and Cybersecurity. Along the professional career, Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having the impact on the public policy. Since 2014, Mr. Ponder has been working for ITU holding diverse positions in the General Secretariat, Telecommunication Development Bureau, and Regional Presence, addressing complexity of information society development and digital transformation at national, regional and international levels, including the United Nations level. For several years he has managed ITU's work on the United Nations World Summit on the Information Society (WSIS) process, leading towards the establishment of the annual WSIS Forum, WSIS Prizes, WSIS Stocktaking, others.

Yolanda Martínez currently works as International Telecommunications Union (ITU) overall lead for GovStack Initiative, helping governments accelerate the digitization of government services. In the public sector, Yolanda led the National Digital Strategy of Mexico, the digital government unit at the federal level, and the Zapopan Digital City Program at the local level. She has led several digital transformation initiatives in the private sector while at Deloitte Consulting. In the international arena, Yolanda led the Office of the Inter-American Development Bank (IDB) in Chile, has collaborated with United Nations agencies, and joined OECD as a peer reviewer for the digital government strategies of various Latin American countries.

Yolanda has been recognized by @political as one of the twenty most influential people globally in digital government. She holds a Ph.D. degree in information and knowledge society from the Open University of Catalonia (UOC).

Sarah Fischer is the head of the Political Initative GovStack at Gesellschaft für Internationale Zusammenarbeit (GIZ). Prior to leading the GovStack Initiative she worked as a policy advisor for the Sector Programme Digital Development, advising and implementing the German Federal Ministry of Economic Development and Cooperation’s (BMZ) digital strategy, focusing specifically on cyber security, gig-economy and e-government. She is passionate about leveraging the potentials of technology and public sector innovation. Sarah has more than seven years of work experience in the field. She holds a MSc from the London School of Economics and Political Sciences as well as a B.A.  from the University of Maastricht.

Kristo Vaher is responsible for architecture vision and technology requirements for the government technology stack. Managing and coordinating a community of government engineers and private platform services, artificial intelligence and other emergent initiatives.


Valentina Stadnic is currently acting as a Regional Coordinator for the GovStack Initiative in the ITU Office for Europe. She is an ecosystem builder passionate about helping create synergistic impact, leading stakeholders in navigating IT competitiveness, and unlocking opportunities for the ICT sector. Her strong commitment to the sector is reflected in a decade of experience in Moldova, working for organizations in a variety of fields, ranging from leading a virtual IT Park to holding senior government roles. Her efforts are always directed towards developing new approaches that accelerate the transformation towards a digital economy, streamlining corporate innovation practices, boosting the industry's growth, supporting job-creation, partnerships and sustainable investments.​
