Doreen Bogdan-Martin 
ITU

Doreen Bogdan-Martin was elected Director of the ITU Telecommunication Development Bureau on the 1st of November 2018.  She took office on the 1st of January 2019. 

She is a strategic leader with 30 years of high-level experience in international and inter-governmental relations and a long history of success in policy and strategy development, analysis and execution. She has advised governments from around the world on policy and regulatory issues, and is a regular presenter at high-level international forums and summits.  ​ ​

Mama Fatima Singhateh​
UN

Ms. Mama Fatima Singhateh (The Gambia) was appointed as the UN Special Rapporteur on sale and sexual exploitation of children by the UN Human Rights Council in March 2020. She started her mandate on 1 May 2020.

Ms. Singhateh is a trained lawyer with almost 20 years of experience, currently working as an international Consultant on human rights and legal and institutional reforms. She holds a master's degree in International Business Law from the University of Hull and has undergone numerous trainings in child rights programming, arbitration and mediation, and legislative drafting. She is a member of the Honourable Society of Lincoln's Inn, in the UK.

Ms Singhateh has held a number of high-level positions in public service in the Gambia. She is a former Justice Minister and has held positions as prosecutor, legislative draftsperson, High Court Judge and Justice of Appeal.  She has drafted laws, organized and conducted many training sessions, delivered presentations at both national and international fora and written articles and reports on many issues relating to protection and promotion of human rights, particularly on the rights of the child. As Minister of Justice, Ms Singhateh personally supervised and oversaw the drafting of the laws that prohibit and criminalize female genital mutilation and child marriage, and successfully presented them in Parliament for enactment in 2016.

Between 2002 and 2007, she headed the Child's Rights Unit within the Ministry of Justice, which was established to enhance the promotion and protection of the rights of children in The Gambia, particularly the girl child. Ms. Singhateh also served as project coordinator within the Ministry for the UNICEF–Government of The Gambia Country Programme of Cooperation. As project coordinator she was also chairperson of the technical advisory committee which under her leadership oversaw the successful drafting and enactment of the Children's Act, the implementation of the Children's Act, the establishment of the Children's Court, and the drafting of the Trafficking in Person Bill (now Act).

Ms. Singahateh has served as a member of the Board of Directors of Ecpat International in Thailand and the Chairperson of the Board of Directors of the Child Protection Alliance in The Gambia. She has also served as a nominated member and legal advisor to the National Women's Council in The Gambia. ​

Marco Obiso
ITU

Mr. Marco Obiso is the Head of the Cybersecurity division and currently acting as Chief of the Digital Network Society Department in the Telecommunication Development Bureau of the International Telecommunication Union (ITU), the lead UN-specialized agency for ICTs,  and has been working in the field of Information and Communication Technologies for the past two decades. 

He has been operating in several ICT related domains such network infrastructure development, system integration, application cooperation, IT Service Management, Internet governance and information security.

As Head of the cybersecurity division, he is currently facilitating the work of ITU in elaborating Cybersecurity strategies and implementing programmes and initiatives as well as leading the ITU’s efforts on enabling the use of ICT applications, for the benefit of ITU Member States, including providing technical assistance in establishing capabilities and working to strengthen coordination and cooperation within the UN system.

​Carla Licciardello 
ITU

Carla Licciardello is Intersectoral Coordinator at the International Telecommunication Union, based in Geneva.  She is responsible for supporting digital inclusion activities including online protection for children and women’s empowerment. Before joining ITU, Carla has worked for the Italian Mission in Geneva and the United Nations Office for Disaster Risk Reduction with a focus on the communication and policy aspects of humanitarian assistance for victims of natural disasters. Carla holds a Master's degree from the University of Turin in international relations and human rights with a particular focus on combatting sexual exploitation of children.

Anjan Bose serves as a child protection specialist for violence prevention and online protection, in the Child Protection Section of UNICEF Headquarters in New York, providing technical support and guidance to UNICEF field offices and partners on ICT-related violence, exploitation and abuse of children. Anjan has extensive experience of over 17 years in the prevention of online child sexual exploitation and abuse and has served widely as a resource person for governments, international organisations, civil society, private sector and law enforcement. He had been the chair of the Dynamic Coalition on Child Online Safety at the Internet Governance Forum for six years and had led global efforts to address child sexual exploitation online, including representation at major world congresses on the issue. Anjan has background in science and computer engineering and is very passionate in transforming technology for children’s safeguarding and development.

UNESCO Regional HIV and Health Education Advisor for Eastern Europe and Central Asia. Among other things, overseas the development and promotion of ICT-powered tools for health and  education and awareness raising for young people, including vulnerable and marginalized youth. Has over 25 years of technical and managerial experience in the field of HIV, education, health, social support, youth and community development. He is author and co-author of multiple papers and guidelines on health education, violence prevention, care and support of children and adolescents living with HIV. Is based in Moscow where leads a unit of ICT in Health Education at UNESCO Institute for Information in Education

​Serena Tommasino
Global Partnership to End Violence Against Children 

Serena Tommasino has been with End Violence’s Safe Online team for the last two years where she provides technical support to the grantees, input to inform investment strategy, and support learning, knowledge dissemination and advocacy across the End Violence portfolio and networks.
Serena has 15 years of experience in violence prevention programs, policy dialogue and partnership development at national and international level. At UNICEF India, Serena led the country office’s VAC prevention program which included School Safety and Child Online Safety. At UNICEF Tunisia, she advised on the design of a new cross-sector program for adolescents. Prior to joining UNICEF, Serena supported the work of the South Asia Regional Partnership to End Violence Against Children and spent four years working as a Child Protection Advisor for the Safeguarding Children Board in England. She has also worked in East Africa coordinating the work of an orphans & vulnerable children (OVC) USAID-funded project and as Advisor to the European Union Presidency at the United Nations Headquarters in New York. 
Fluent in English, French, and Italian, Serena received her Master’s in Sociology from the University of Naples, a Master’s in Non-Profit Project Management from Catholic University of Sacred Heart of Milan and has also completed a Research Fellowship at the University of Toronto. Serena is based in Tunis with her two daughters Sofia and Laia.

Ms. Natalia Mochu holds bachelor’s degree in mathematics and informatics and master’s degree in information technology from the State University of Moldova.  ​

Before joining the ITU in February 2020, Natalia occupied the post of Senior Manager for Global Stakeholder Engagement for Eastern Europe and Central Asia at the Internet Corporation for Assigned Names and Numbers (ICANN). In 2012-2018 she worked as Deputy Head of Laboratory at the Radio Research and Development Institute (NIIR) in Moscow. From 2006 to 2012 Natalia worked for the Executive Committee of the Regional Commonwealth in the field of Communications (RCC), in particular she was the RCC Executive Committee Deputy Director General in 2008-2012. Natalia started her professional career as Specialist of the Ministry of Information Development of the Republic of Moldova in 2002.  
Natalia participated in ITU high-level conferences and meetings, including ITU Plenipotentiary Conferences, Councils and Sectoral Conferences; contributed to the activities of RCC working bodies, European Conference of Postal and Telecommunications Administrations, as well as ICANN, RIPE NCC and other relevant organizations.

Aysel Hadiyeva​
Ministry of Transport, Communications and High Technologies, Republic of Azerbaijan​​

Ms. Aysel Hadiyeva is a specialist in the Cyber Security Service at the Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan - a state coordinating body coordinating the action of information infrastructure subjects, handling cybersecurity incidents occurred in non-governmental networks, educating public, private entities in the field of cybersecurity and providing methodological assistance to them. She has been actively engaged organizing cyber awareness trainings and seminars involving a large number of teachers, parents and students mainly educating participants on cybersecurity and securing sensitive data. In addition, as a member of several working groups established to ensure internet safety of children, she participated review, revision and development of the policies and programs aimed at protection of children from harmful and illegal content on the internet, categorizing information products into age categories. She actively involved establishing and developing guidelines for safe usage of social networks, securing sensitive data on the internet and making reports in this respect. She is also a vice-chair of ITU Council Working Group on Child Online Protection.​​

In 2002 he graduated from the Faculty of Economics and Law of the Institute of Contemporary Knowledge named after A.M. Shirokova in Minsk with a degree in Jurisprudence.

In 2003 he started working at MTS Belarus (Mobile TeleSystems JLLC).

In 2012, he left MTS Belarus and assumed the position of Director of the Sales and Subscriber Services Department of MTS Turkmenistan.

Since September 2017, he has been appointed head of the commercial department at MTS Belarus.​

Sergei Plugotarenko graduated from the Moscow Institute of Physics and Technology (MFTI), Faculty of Physics and Quantum Electronics (1993-1996), Faculty of Management and Applied Mathematics (1996-1999), qualification — engineer- physicist, specialty «Applied Mathematics and Physics».  

Since 2002 Mr. Plugotarenko has been leading specialist in the field of information and computer technology at the UNESCO Institute for Information Technologies in Education.  

From 2004 to 2006 Mr. Plugotarenko was Executive Director, and since 2007 he has been Director of the «Runet Award». Since 2005 he has been coordinator of the Program Committees of a number of major industry conferences, including Russian Internet Forum, and Russian Internet Week.  

From 2005 to 2007 Mr. Plugotarenko was Deputy Executive Director of the Regional Public Center for Internet Technologies (ROCIT) — the oldest public organization engaged in the examination, promotion and development of the ICT segment in the Russian Federation. In 2007 he was elected Executive Director of ROCIT. Mr. Plugotarenko is Ideologist of creation and since 2006 he has been First Deputy Director General, while since 2010 - Director of Association of Electronic Communications (RAEC). In 2011-2013 Mr. Plugotarenko was Member of Council of Coordination Centre of National Internet Domain .RU/.РФ.  

Since 2020 Mr. Plugotarenko has been member of Expert Council of the Centre of Implementation of National Projects, Russian Federation.

Andrey Vorobiev

He began his work in the domain sphere in 2001 at the Russian Research Institute for the Development of Public Networks (RosNIIROS). After the separation of the domain registration unit from RosNIIROS into an independent organization, he was appointed to the position of Director for Public Relations and Interaction with Government Authorities of the RU-CENTER domain registrar.

In 2009-2014. with the direct participation of Andrey Vorobyov, systematic work was carried out to expand the Russian domain space. Participated in the work of the international Group of Applicants for Geographic Domains, defending the interests of Russian applicants in the Internet Corporation for Addressing and Numbering (ICANN). In 2013, on behalf of the .MOSCOW and .MOSCOW domains registries, he organized and held a meeting of the Group of Applicants for Geographic Domains at the Moscow City Hall.
In 2015, Andrei Vorobyov served as Director of Communications at the Internet Development Institute (IRI). Since October 2015 - Director of the Coordination Center for .RU / .РФ domains, is working to expand the participation of the Russian ССTLD registry in the activities of industry international and regional organizations.​

Ms Natalia Amelina is Senior National Project Officer in Education and Chief of the Unit of Teacher Professional Development and Networking, UNESCO IITE. Her professional activities are focused on new model ICT- and AI-based approaches to teaching-learning environment for the accessible and quality education in the 21st century. The projects coordinated by Mrs. Amelina are connected with studying, analyses and development of training materials and recommendations on various trends of ICT use in educational process, including use of ICT for vulnerable groups of students, ICT for skills development, ICT competency development of teachers, etc.  ​

Dr Vadim Kaptur is the ITU, EBRD and UN ESCAP Expert, Vice-Chairman of ITU-D Study Group 1, and co-Rapporteur on ITU-D Question 1/1 "Strategies and policies for the deployment of broadband in developing countries". He gained more than 20 years of work experience in ICTs with international expertise in the fields related to broadband networks, cybersecurity, mobile services and ICT in general, as well as more than 15 years administrative and management experience in addressing a wide range of issues related to telecommunication policies, strategies and regulation. He served the head of organizing committees for more than 25 international forums, conferences, and workshops and the chair of international working groups while having authored more than 260 scientific publications and developed more than 55 software products.

Urvan Parfentyev 
Safer Internet Centre 

Urvan Partfentiev graduated from the Russian State University for the Humanities. Candidate of Political Science. 

He is Head of the Russian Center for Safer Internet since its inception in 2008. 

The Center, working under the patronage of the Public Chamber of the Russian Federation, specializes in the problems of dangerous content and the protection of children and adults from the content dangers of the Internet. In this direction, the Center conducts outreach, research and analytical activities, as well as user consultations ("Help Line"); the collection of anonymous messages from users about illegal content via the Internet ("Hotline") and the process of stopping the circulation of such content by self-regulatory forces was organized. The Center represents the Russian side in international organizations and initiatives in the field of safe use of the Internet (International network of "hot lines" INHOPE, the worldwide network of events of the International Safer Internet Day, the UN Forum on Internet Governance, etc.).

Elvira Zhenish kyzy

Elvira Zhenish kyzy graduated from Kyrgyz State Technical University (KTU) named after I.Razzakov, Faculty of Information Technologies in 2000 with a degree projection and technology of radio-electronic equipment.  

In 2009, Ms. Zhenish kyzy obtained a Diploma of Higher Education from the Indian Technical and Economic Cooperation Program (ITEC) and the Special Joint Assistance Program for Africa (SCAAP).   

Ms. Zhenish kyzy has more than 15 years experience in teaching special disciplines, technical subjects in the field of telecommunications. At the Department of Telecommunications, worked as a senior teacher, assistant to the head of the department, member of the commission of young scientists and specialists of KTU. Introduced lectures on, performed methodical work at the department.  

She possesses modern teaching techniques, including the use of ICT in education.   

Since 2013, Mrs. Zhenish kyzy is actively involved in implementation of distant learning technologies, based on the widespread use of telecommunication/ICT for students of Bachelor degree.   

Since 2016 Mrs. Zhenish kyzy is a deputy director of the Institute of Electronics and Telecommunications which is one of the ITU Centers of Excellence in the CIS since 2015.

Zhanat Jabassova holds master’s degree in Business Administration. She is the Head of International Cooperation and Project Implementation Center, lecturer of Kostanay Engineering and Economics University named after M. Dulatov. She is developer of grant proposals for international research grants, coordinator of projects, such as project on Creation of smart education ecosystem in Kostanay, joint project with ITU, “Transformation of EU Agribusiness Management Experience in Kazakhstan and Countries of Central Asia” and “Dual Education for Industrial Automatization and Robotics in Kazakhstan (DIARKAZ)” within the the framework of the Erasmus+ program, “Ensuring financial sustainability of KEnEU using smart technologies in the educational process” and “Transformation of KEnEU into a smart-university” within the framework of the EBRD program, “KEnEU Higher College of Entrepreneurship” within the framework of the EBRD and E&Y “Fast Track” program.
