BDT has longstanding
years of experience in the execution and implementation of
projects in ICT for Development. The types of small, medium and
large-scale projects undertaken include telecommunication
infrastructure development, capacity building, policies and
regulation, e-services, cybersecurity, emergency
telecommunications, ICTs for persons with disabilities, etc.
The ITU Regional Initiatives for the
Americas 2026–2029 are:
- AMS1: Facilitating Resilient
Infrastructure to Enable Deployment of Universal and Meaningful
Connectivity.
- AMS2: Digital Inclusion, Digital
Skills/Competencies.
- AMS3: Support for Innovative Digital
Ecosystems and the Adoption and Use of Emerging Technologies.
- AMS4: Promoting Cyber Resilience and
Capacity Building in Cybersecurity and Cyber Resilience.
- AMS5: Governance and Enabling Regulatory
Frameworks for Sustainable Digital Transformation.
Below, some of the ongoing projects
by regional initiative:
| AMS2:
Digital Inclusion, Digital Skills/Competencies |
- Increased capacity
of actors within the maritime communications
ecosystem
- Improved enabling
environment
Impacts:
An increase
in resilience of SSF to ultimately preserve their
lives
Accomplishments to Date: Engaged
key agencies within the maritime comms ecosystem, on
matters related to filling gaps in UN compliance,
spectrum management, licensing, capacity building,
etc. Developed
the Smart Seas Toolkit, to support agencies within
the maritime communications ecosystem Trained
agencies on the Smart Seas Toolkit

AMS3:
Support for Innovative Digital Ecosystems and the
Adoption and Use of Emerging Technologies
|

The Merian project continues advancing the
modernization and digital transformation of El
Salvador’s agricultural innovation system with the
European Union funding and coordinated implementation
involving FAO, ITU, CENTA, ENA and other national
partners.
Among other achievements,
MERIAN advanced the development of its digital
ecosystem through:
- AgroGenio: An AI
application based on the ai framework Genie.ai
developed by the OSEE project (implemented by BDT-ITU
and UNDP). Both, OSEE and Merian are ITU-BDT projects
and are under the umbrella of Global Gateway.
- Digital systems for
monitoring technical assistance.
- DARMM: Towards
strengthened Geographic Information Systems (GIS).
- AgroCalc: A
fertilization calculator - the first released AgroGIS
product - that uses the awarded soil GIS database
maintained by CENTA.
The knowledge diffusion
is enabled by the direct interaction of producers with
extensionists and through AgroConecta, a national
multi-channel Contact Center, CENTA/ENA websites and
social networks.

AMS5:
Governance and Enabling Regulatory Frameworks for
Sustainable Digital Transformation
|
The Regulatory Innovation in
Central America and the Dominican Republic project aims to provide technical assistance to the seven participating countries (Belize, Costa Rica, El Salvador, Guatemala, Honduras, Panama, and the Dominican Republic) in implementing mechanisms for regulatory innovation and experimentation.
In its first two years of implementation, the project has achieved the following results: More than 500 regulatory professionals trained in experimentation mechanisms. A global guide on regulatory experimentation published. 13 regulatory and public policy bodies with strengthened capacities, as well as appropriate guidelines and mechanisms. 11 pilot projects in the initial phase for the practical application of various experimentation mechanisms.
These pilots will involve experimental testing through mechanisms such as regulatory and technological sandboxes, public policy labs, and innovation hubs, among others.
They will address topics including artificial intelligence (AI), 5G connectivity, rural connectivity, the simplification of administrative procedures and reduction of regulatory costs, digital policy for tourism, and the quality of telecommunications services, among others.by the
International Telecommunication Union (ITU), with the
support of the European Union, is driving digital
transformation in Central America and the Dominican
Republic by implementing regulatory innovation mechanisms.
These tools allow for the monitoring, comparison, and
strengthening of regulatory frameworks in
telecommunications and digital technologies, facilitating
evidence-based decision-making by regulators and public
policymakers to ensure a regulatory environment conducive
to innovation and the development of new technologies. |
