Overview: The 'Setting Priorities for Accessible Communications@Sea solutions for Small-scale Fishers’ Workshop is an activity under the Smart Seas Toolkit for Disaster Resilience (“Smart Seas”) Project, which sets out to co-develop a tiered list of priorities by an international, multi-sectoral, multi-stakeholder community to reduce risks associated with inadequate access to communications at sea for small-scale fishers (SSF). This two-day hybrid workshop will be held in Trinidad and Tobago, and will serve as working group session, to finalize the Agenda Report, which will then be published to the international community.
Objectives:
- Develop a seed for action to foster SSF’s accessibility to communications at sea to reduce their risks at sea
- Specify a framework to assess the accessibility of communications at sea to SSF
- Finalize the co-developed, Agenda, for publishing to the international community

Overview:The Smart Seas team trained attendees on the Smart Seas Toolkit, which comprises maritime communications-related resources that provide support for:
- compliance with UN regulations and recommendations
- strengthening operations within the ecosystem
- VHF radio use by small-scale fishers and limited coast stations.

Overview:The Smart Seas Toolkit is aimed at increasing the resilience of Caribbean small-scale fishers through information and communications technologies, with emphasis on the maritime communications enabling environment.
During this workshop, the Smart Seas team presented and solicited feedback on the Project’s online toolkit, which comprises resources aimed at increasing the resilience of Caribbean small-scale fishers through information and communications technologies, with emphasis on the maritime communications enabling environment. These resources included, but are not limited to:
- A UN compliance checklist
- Maritime band radio licensing form template
- Guidelines to specify Sea Area A1
- Nominal VHF-DSC radio curricula for small-scale fishers and coast station operators
Gap Analysis Validation Workshop
Validation Workshop on Gap Analysis of Trinidad and Tobago Provisions to meet Obligations under UN Treaties and Recommendations Applicable to Communications at Sea for Small-scale Fishers

Overview:
This workshop aimed to validate gap analysis findings of member states’ policy and regulatory environments, ecosystem, capacity, operations and compliance with UN Conventions. Its specific objectives were to:
- Present the gap analysis findings to comms @ sea for SSF stakeholders
- Solicit feedback from these stakeholders on the gap analysis findings
- Incorporate additional points into the gap analysis findings
- Present ecosystem mapping to confirm the roles and responsibilities of, and relationships among comms @ sea for SSF stakeholders
- Solicit feedback on the accuracy of the ecosystem mapping
