Co-creating Mozambique's accelerated digital transformation

‘Laying the foundation for “VaMoz Digital!’ is a joint ITU-EU Delegation in Mozambique project in support of the Government of Mozambique [9MOZ23005]. The project aims to contribute to the implementation of specific actions to harness human centric digital transformation for sustainable development and inclusive growth in Mozambique.
The work delivered by ITU in the context of the broader VaMoz Digital! project concerns facilitating an enabling environment for inclusive digital transformation (Objective 1). Other partners are working on facilitating enhanced inclusive opportunities for youth employment, innovation and digital entrepreneurship (Objective 2).
Activities under Objective 1 are delivered through the following Outputs:
- Improved policy making and regulatory capacity of stakeholders (Output 1.1);
- Strengthened institutional capacity of the government bodies responsible for digital transformation (Output 1.2);
- Enhanced capacity of training institutions and employment-support services and increased awareness of policy makers on the importance of mainstreaming ICT accessibility (Output 1.3); and
- Strengthened and inclusive digital and innovation ecosystems (Output 1.4).
- This National Digital Innovation Profile Technical Workshop is an activity that supports the advancement of Output 1.4.
This National Digital Readiness Assessment Technical Workshop is an activity that supports the advancement of Outputs 1.1 and 1.2.
The takeaways from the workshop will feed into further stakeholder co-creation sessions planned for quarter two of 2025 to concretize formal policy recommendations for consideration by the Government of Mozambique. The workshop will engage stakeholders on their role in catalysing and accelerating digital transformation and hopes to revitalize the contribution of digital technologies towards meeting the goals set out in the National Development Strategy (ENDE) 2025-2044, and the United Nations Sustainable Development Goals.
After comprehensive secondary research, and interviews with stakeholders from the ecosystem, the technical workshop brought together national stakeholders on 27 and 28 March 2025 to validate the findings and co-create the next steps.
