Country Engagement
Upon receipt of a request, BDT engages with the country to co-design the strategy, identifying the lead authority and mapping stakeholders across government, the private sector, and civil society. Stakeholder mapping workshops and high-level dialogues ensure alignment with national priorities before formal strategy work begins. Output: Agreed governance structure, stakeholder map, and strategy development plan.

Strategy Design
BDT tailors its assistance to the country’s needs — conducting a strategic analysis, articulating a shared vision, defining KPIs and expected outcomes, and creating a roadmap and workplan aligned with the UN SDGs and relevant regional frameworks. A funding strategy is integrated throughout, highlighting public-private partnership opportunities and ITU-D grant mechanisms. Output: A tailored National Digital Transformation Strategy with roadmap, workplan, KPIs, and a monitoring and evaluation framework.

Strategy Implementation
BDT and the country agree on the implementation roadmap and short- and medium-term action plans. BDT assists with resource allocation, drafts annual implementation plans with sector-specific targets, and facilitates capacity-building workshops for policymakers. Real-time dashboards track progress and risk mitigation strategies are embedded throughout. Output: Concrete action plans and implementation reports to support operational monitoring and control.

Monitoring and Evaluation
BDT conducts regular reviews using predefined metrics to measure socio-economic impact, such as GDP growth linked to digital adoption. Output: Evaluation report with updated country status, lessons learned, and recommended adjustments for the next strategy cycle.
