BDT's Digital Transformation Approach
BDT’s approach to support countries in accelerating digital transformation through a strategic engagement process towards defining, implementation and monitoring a Digital Transformation Strategy.
From health and education to agriculture and financial services, digital technologies are reshaping how governments deliver services, how economies grow, and how people participate in society. Yet an estimated 2.2 billion people remain offline, and many countries face persistent gaps in digital infrastructure, affordability, and skills that hinder progress toward inclusive and sustainable.
Mandate
Resolution 89 — Digital transformation for sustainable development, adopted in Kigali (2022) and revised in Baku (2025), instructs the BDT Director to facilitate digital transformation across Member States: promoting ICT-driven national strategies, building capacity, and assisting countries — upon request — in developing and implementing National Digital Transformation Strategies using ITU-D tools and resources.
Our Approach
BDT supports countries through a structured two-step process. Headquarter teams work alongside regional and area offices to ensure support is grounded in each country’s specific context.
