WEEE Policy Support for Rwanda

In collaboration with the Rwanda Utilities Regulatory Authority (RURA), ITU is supporting the harmonization of current legal instruments in place or being developed by different government institutions for the sound management of e-waste in Rwanda. A dedicated study on the financial mechanisms to support the implementation of  extended producer responsibility (EPR) in e-waste management regulation in Rwanda is being finalized. Alongside this, an awareness campaign was conducted in the districts of Kigali and Musanze with the objective to raise awareness among the population to increase the return of old and end-of-life electrical and electronic equipment to dedicated drop-off points, in partnership with Enviroserve Rwanda, the country's largest e-waste recycling company which operates under a public-private-partnership with the Government of Rwanda.​

The project is a part of a long-term policy-level collaboration between ITU and the UN Environment Programme (UNEP), which implements recognised UNEP and ITU tools for e-waste management and EPR in the context of policy and regulatory development. Whilst from 2022 to 2023, ITU will be collaborating with GIZ (through the ongoing GovStack initiative), to ensure that support continues for the implementation of EPR and for digital solutions in Rwanda's regulatory approach to manage e-waste.

#GreenRwanda E-waste Collection Campaign

Alongside the development of the EPR implementation guidelines, an awareness campaign, #GreenRwanda E-waste Collection Campaign,  was undertaken to promote the return of e-waste to collection points in Rwanda. The campaign was organised by Spruik Rwanda, under the project between ITU and UNEP, in collaboration with RURA and fellow government ministries and departments, as well as with other national implementing partners. The campaign aimed to increase awareness about the environmental and human health hazards of old and end-of-life electrical and electronics equipment when not properly disposed of. The campaign aimed to boost the return of e-waste at dedicated collection points managed by Enviroserve Rwanda, the country's largest e-waste recycling company which operates under a public-private-partnership with the Government of Rwanda.
