Capacity-building Workshop, Creating a Circular Economy for Electricals and Electronics in Mongolia, 18 December 2025, Ulaanbaatar, Mongolia


Background:

The International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies (ICTs), supports a wide range of initiatives, including e-waste policy development. With the generous contribution from the Government of Australia - DITRDCSA, this activity was organized under the project titled ‘Creating a Circular Economy for Electronics and Electricals in Mongolia’.

In Mongolia, 20,000 tonnes of e-waste are generated each year, while the management of this waste stream is currently not regulated. The Government of Mongolia is seeking to address this gap by exploring policy and regulatory measures to ensure effective management and resource recovery. In this regard, the Ministry of Environment and Climate Change (MECC) and the Communications Regulatory Commission (CRC) are receiving technical assistance through the ITU project to develop an understanding of the material flows, mapping of the stakeholders and providing recommendations on regulatory approaches.

Capacity-building and training session

A c​apacity-building and stakeholder training workshop was organized on December 18th 2025. It brought together representatives from the pri​vate sector, environmental research institutions and recycling industries. The programme included presentations on e-waste management, regulatory frameworks on EPR, financial mechanisms and best practices. During the discussions, participants emphasized the importance of strengthening capacity-building activities to improve understanding and readiness for EPR implementation. It was also highlighted that accurately calculating the costs of recycling is critical for developing a realistic and sustainable EPR system.​
