​​​​​​​​​Since 2001, the ITU Telecommunication Development Bureau (BDT) has pioneered youth digital inclusion and empowerment worldwide, creating opportunities for young people to become key drivers of technological innovation and active leaders in shaping digital transformation. 

BDT adopts a holistic and intersectional approach to advancing the digital inclusion and empowerment of all young people,  including those of young women, youth with disabilities, Indigenous youth, and young people living in rural, remote, underserved and vulnerable communities. This approach promotes equal and equitable opportunities for every young person to actively participate in, meaningfully contribute to and benefit from an inclusive and sustainable digital future. 

Reflecting this inclusive approach, BDT's mandate to empower youth is anchored in WTDC-25 Resolution 76 (Rev. Baku, 2025) and PP-22 Resolution 198 and extends to other relevant WTDC25 Resolution (37,46, 55, 58, 64) and PP22 Resolutions 70, 175, 184, as well as the ITU-D Study Group on Question 5/1 that address the diverse experiences and needs of young people to access to, use and knowledge of the ICTs, its commitment to inclusive and equitable digital development.

BDT's work with and for young people spans a range of initiatives, programmes and projects that promote meaningful youth participation in digital development, support youth-led innovation and leadership, and strengthen digital skills and opportunities for social and economic empowerment.
