Neal Moodie

World Meteorological Organization

​Neal is currently working for the World Meteorological Organization within the Marine Meteorology Program Office. Neal is the Chair of the IMO/WMO World Wide Met-Ocean Information and Warning Service (WWMIWS) Committee, responsible for coordinating and setting service standards for Marine Meteorological Services globally; and progressing the implementation of marine forecasting competencies. Neal usually works with the Bureau of Meteorology, Australia (BoM) where he is the National Manager of Marine Weather Services. Neal has a long history in meteorological service delivery, and has implemented a number of early warning services covering coastal hazards and hazards to shipping.

 
Mr. Daniel Kull

Senior Disaster Risk Management Specialist
World Bank Group – Geneva

Daniel Kull is a Senior Disaster Risk Management Specialist in the World Bank's Europe and Central Asia Regional Disaster Risk Management Team, leading and/or supporting a number of operations and technical assistance projects to strengthen hydrometeorological services and early warning systems. He also serves on the World Bank/Global Facility for Disaster Reduction and Recovery (GFDRR) global hydromet team, where he is the focal point for the institution relationship with the World Meteorological Organization (WMO) and Global Framework for Climate Services (GFCS). Before working for the World Bank, Mr. Kull worked for multiple sectors in disaster risk management, including the IFRC, IIASA, Government of Switzerland, UNISDR, Swiss Reinsurance Company, Swiss Federal Institute of Technology and US Army Corps of Engineers.


Ms. Yulia Kulikova
Senior Manager, Regulatory and Policy

Yulia is a law graduate of the University of Paris 1 Pantheon Sorbonne in international law. Yulia obtained a LL.M from McGill University, Montreal and a Bachelor of Arts in Italian and German Studies.  Between 2005 and 2011, Yulia worked in OnAir SARL, a joint venture between SITA and Airbus, as Regulatory Officer on connectivity in aircraft projects. Since 2011 Yulia works in Inmarsat in Regulatory department in market access in Europe and policy matters for several projects such as connected cars, net neutrality and data protection.  Yulia has 3 sons and lives in Switzerland.

 
Mr. Jonathan Miquel
Product Manager
Marlink

Jonathan Miquel is Product Manager for Marlink, the largest technology-independent satellite communication and digital solutions provider serving all markets.
Jonathan has the responsibility to develop and manage Marlink's portfolio of technical solutions for M2M / IoT. His role sees him working closely with Marlink Service Providers and end-customers, particularly in the Utilities, Mining and NGO markets, as well as partners and industry-leading providers to support the digital transformation of the communication industry. Key milestones at Marlink have included the launch of Proximity, and state of the art IoT communication, as well as supporting Marlink's portfolio of remote management and monitoring tools for smart devices.  Jonathan has a history of more than 10 years in the communications industry, having previously worked for France based IP Communications company, Orange before joining Marlink in 2007. He holds a Bachelor's degree in Network Science and a Master's degree in Business Administration and Management.


Ruxandra Obreja

DRM Consortium 

Ruxandra Obreja has been the Digital Radio Mondiale (DRM) Consortium
Chairman since 2008. She is representing and enjoying the support of both
Babcock International and the BBC on the Steering Board of the Consortium, a not for profit international organisation with members on all continents.

In the last few years Ruxandra has been deeply involved in the promotion of digital radio all over the world after a career spent at the BBC World Service where she worked as a journalist, editor, commissioner of English programmes and as Head of business development. She studied in Romania and UK, writing, presenting and producing for radio and TV.
In March 2008 Ruxandra was first elected Chairman of the DRM Consortium with the avowed aim of ensuring that the various stakeholders work towards the same goal: the global and mass scale take up of the DRM standard.

Ruxandra has spoken at key broadcasting conferences, has organised and run workshops and written articles promoting digital radio and DRM (is currently a blog contributor to Radio World) on all continents.
She has been given an important Romanian award for her work in the media with particular emphasis on digital radio.
