As WRCs are treaty-making conferences, documents and agendas cannot be available to the general public or the press. The access by the public or the press to the Conference proceedings is ruled by the General Rules for ITU Conferences (Article 29).
Therefore, WRC-07 documents are only available for the ITU Membership (TIES registered users).
The decision was made by the ITU Membership, which comprises 191 Member States and over 650 Sector Members, and ITU is bound by that decision.
The ITU Press Office will endeavour to facilitate your engagement at WRC-07 in every possible way that is open to us.
