Mr Houlin Zhao of China and Mr Hamadoun Touré of Mali were elected for second
terms as Directors of the Telecommunication Standardization Bureau and
Telecommunicaton Development Bureau respectively. Mr Valery Timofeev of Russia
who was elected for a first term as Director, Radiocommunication Bureau, will
join them.
Mr Zhao expressed his gratitude to the delegates and the Government of the
People’s Republic of China as well as the experts and ITU staff who have
worked with such enthusiasm and competency on behalf of the Bureau. He dedicated
himself to "further improving efficiency, enhancing the Union’s
visibility and considering every possible way to make working with ITU an
attractive proposition." He noted that he was pleased with the progress
this cooperation has achieved thus far but acknowledged that major challenges
remain, especially in light of the state of the industry. Mr Zhao committed
himself to "strengthening ITU’s pre-eminent role and maintaining its
leading position in global telecommunication and information standardization in
the 21st century for the benefit all Members and the general

Mr Touré thanked the delegates, expressing his pride in being a citizen of
Mali, of Africa and of the world. He also commended his staff "which works
hard every day to make this world a better place." He renewed his
commitment to teamwork and to ensuring that the development sector, "is not
a ghetto for poor countries but a forum of opportunities and a driving force
that can guide the action of all development stakeholders", stressing the value
of partnership in the attainment of development goals. He noted that
"we can’t let time lapse as results are measured by the speed at which
they are achieved and we can not afford to fail because the stakes are too
high." Mr Touré acknowledged the difficulties created by today’s
telecommunication environment, but stated that by working together he was
confident these challenges could be met. "We must come up novel approaches

Mr Timofeev, a former ITU staff member, expressed his appreciation to all the
Member States and promised to dedicate himself to serving the needs of the Union
"at this very important time in the history of radiocommunications."
He noted the very difficult and complex tasks facing the Bureau, including the
issue of satellite filings, and he reminded the delegates that "building
the future information society can’t be done without effective
radiocommunication and broadcasting."
Mr Timofeev, Deputy Minister for Communications and Informatization of
Russia, has extensive experience in the field of radio-frequency spectrum
management at both the national and international levels, is fully conversant
with the acute problems facing the International Telecommunication Union as a
whole and its Radiocommunication Bureau in particular, and has a high-level
scientific background and wide-ranging practical leadership experience in the
context of scientific teams working on complex scientific and technical
problems, as well as in all areas of the radiocommunication sector, including
major Russian enterprises and the State Radio-Frequency Service of the Russian
