Pursuant to Opinion No. 4 of the World Telecommunication Policy Forum (Geneva, 2123 October 1996), I convened an informal group at the International Conference Centre of Geneva (CICG) on Friday, 14 February 1997, composed of representatives of administrations and GMPCS operators, service providers and manufacturers to improve the draft "Memorandum of Understanding" to facilitate the free circulation of global mobile personal communications by satellite user terminals, hereinafter referred to as the "Memorandum of Understanding", in the light of comments made by the participants in the Forum.
I have pleasure in sending you enclosed herewith a copy of the Chairman's report on the meeting and the improved version of the "Memorandum of Understanding", which I would invite you to sign if you so wish. As you know, the "Memorandum of Understanding", once signed, will be deposited as soon as possible with the General Secretariat, which will periodically publish an updated list of signatories.
I shall convene the first meeting of signatories and intended signatories of the "Memorandum of Understanding" on 3 and 4 April 1997 in order to start work on arrangements for the circulation of terminals. Please take this letter as an invitation to attend.
To enable the Secretariat to make the necessary practical arrangements for the meeting, I should be grateful if all signatories and intended signatories would send me by facsimile, as soon as possible and by 15 March 1997 at the latest, a list of their participants together with the duly completed registration form (one for each participant) appended hereto.
As in the case of the preparations for the World Telecommunication Policy Forum and of the subsequent meeting of the informal group, I wish to appeal to all participants to continue contributing towards defrayal of the costs arising from these activities through voluntary contributions in cash or in kind.
