Technology has increased the role of non-bank entities in payment services. Banks have historically served in the role of retail payment service providers because their function as institutions of deposits has made it convenient and practical for them to serve that role. However, financial inclusion coupled with rapid advancement in technology in many countries has given rise to non-bank payment providers. Unfortunately, they often are not effective in using payment infrastructures to make interoperability feasible.
