AI-driven urban transformation and autonomous systems in Budapest, Hungary

Budapest provides a useful example of autonomy being expanded in stages across existing urban systems. This U4SSC case study traces pilots in 2018-2019, scaling from 2020 to 2022, and city-wide integration from 2023 onwards under Hungary’s national AI strategy. Applications span transport, smart grids, waste management and public services, with different levels of autonomy: some systems operate largely independently, many augment human decision-making, and critical situations retain human takeover. Reported results include approximately 95 per cent on-time performance for autonomous shuttles, a 15 per cent reduction in energy consumption, a 10 per cent improvement in waste-collection efficiency, a 12 per cent reduction in related operating costs, 10 per cent lower transport emissions and 15 per cent less landfill waste. The study also notes improved mobility for older persons and persons with disabilities. Its main challenges are infrastructure integration, regulation and safety, public acceptance, privacy and workforce displacement. Budapest’s experience highlights phased implementation, clear regulation, government support, stakeholder engagement, strategic partnerships and strong data infrastructure as the basis for responsible scale-up.
