Dubai’s Self-Driving Transport Strategy shows how autonomous mobility can be pursued as an integrated public-policy programme rather than a stand-alone technology pilot. This U4SSC case study examines the emirate’s goal of converting 25 per cent of journeys to autonomous modes by 2030, with projected annual benefits of AED 22 billion. It covers enabling technologies such as AI, LiDAR, radar, cameras, high-definition mapping, vehicle-to-infrastructure communication and communications-based train control, alongside a phased programme of research, trials, infrastructure upgrades, public engagement and regulatory development. The report highlights partnerships intended to scale autonomous taxi services and points to the 90-kilometre, 53-station Dubai Metro-used by 275.4 million passengers in 2024 with 99.7 per cent punctuality-as evidence of automated transport at scale. It also addresses harsh operating conditions, public acceptance, insurance and liability, cybersecurity and privacy. The key lessons are agile regulation, human-centred design, synchronised infrastructure readiness, cross-sector collaboration and strong data governance.
