The Guide is designed to help policy-makers and regulators turn AI policy goals into workable institutional and regulatory action. The objectives of this Guide is to update and enrich the analysis of collaborative AI frameworks in the light of the latest legal, institutional and policy developments from 2023 to 2026, and to introduce a practical step-by-step AI preparedness diagnostic to help national and subnational authorities assess whether the institutional, infrastructural, legal, technical and human-capacity foundations are in place to operationalize those collaborative frameworks.
