Contribution : The strategic plan 2016 - 2019 states as an objective for the ITU-T: "Ensure equitable, economic and efficient allocation of numbering, naming, addressing and identification resources" It remains unclear what the above cited "resources" could or should be in particular. There should be a clear reference to telephone numbers, to insure that other resources like domains, IP addresses and/or autonomous systems are excluded from scope.
