Joint Coordination Activity on Digital COVID-19 Certificates (JCA-DCC)

​In May 2025, JCA-DCC was terminated and TSAG established Joint Coordination Activity on Verifiable Health Credentials (JCA-VHC) to continue under a new ToR.

JCA-DCC

Digital COVID-19 Certificates (DCCs) were designed to prove that a person has either been vaccinated against COVID-19, tested for the virus, or recovered from COVID-19. It is recognized that digital certificates need to be suitable for use by both existing and emerging systems such as those based on decentralized identity (DID).

JCA-DCC coordinated standardization work on DCCs between relevant ITU-T Study Groups, external organizations and forums, aiming to foster the use of compatible data architectures for sharing data, and to promote interoperability, agility and safety for users, benefiting all relevant stakeholders involved. Created in October 2021, the JCA-DCC reported to TSAG and completed operations in May 2025, being superseded by the Joint Coordination Activity on Verifiable Health Credentials (JCA-VHC​).​
