While the devastating effects of the COVID-19 pandemic are being felt across the world, they have impacted the least developed countries (LDCs) in unprecedented, profound, and disproportionate ways. Despite the target set by the Istanbul Programme of Action calling for universal and affordable access to the Internet in LDCs by 2020, too many people in these countries remain unconnected, deprived of the technologies and services that have become essential in the age of COVID-19.

Least developed countries (LDCs) are characterized as low-income countries with severe structural impediments, vulnerable to economic and environmental shocks. Graduating from LDC status requires a mix of careful deliberation, concerted efforts, and strategic leadership – no small feat for any country, never mind a Pacific island nation prone to frequent cyclones and other extreme weather.
