| Open-Source Ecosystem Enablement Training Framework provides practical guidance to governments and institutions on adopting, sustaining, and sharing open-source solutions and Digital Public Goods (DPGs). As digital transformation accelerates worldwide, open-source technologies are playing an increasingly critical role in building inclusive, transparent, and sustainable digital public infrastructure. They enable greater adaptability, foster local innovation, reduce vendor lock-in, and promote collaboration across sectors and borders. However, many countries and public institutions face challenges in identifying, integrating, and scaling open-source solutions effectively. These challenges range from technical capacity gaps to limited institutional familiarity with open-source governance models.
This framework addresses those needs by offering insights drawn from a global community of experts, analysis of successful open-source initiatives, and documented best practices from diverse sectors and country contexts. It includes illustrative examples, curated links to training materials, and guidance on relevant technical, institutional, and community-building aspects.
The first edition of the Training Framework is being released as a community resource, and both ITU and UNDP welcome feedback, use cases, and contributions from countries, institutions, and practitioners. These inputs will help shape future editions to be even more relevant, practical, and reflective of the evolving open-source landscape.
