Contribution :	While there has been rapid progress in accessing the internet since WSIS, there remain manifold divides from the perspectives of cost, gender, quality of infrastructure and the overall access gap between developed and developing countries. Here, governments and non-government actors have multiple roles to play such as in the expansion of ICT infrastructure, developing skills and raising awareness on the benefits of being connected to the Internet, as well as creating an enabling environment including robust policy framework, legal framework, and the availability of funding.
