Contribution : ​On behalf of the Dynamic Coalition on Community Connectivity (DC3) of the United Nations Internet Governance Forum (IGF), I would like to offer the book “The Community Network Manual: How to Build the Internet Yourself” as a contribution to the ongoing ITU consultation on "Expanding Internet Connectivity". This volume is the 2018 annual outcome of the DC3, which is a multistakeholder group, created within the IGF, to foster a cooperative analysis of community networks, exploring how such initiatives can improve and expand connectivity while empowering Internet users. Community networks are collaborative networks, developed in a bottom-up fashion by group of individuals – i.e. a community – that conceives, deploys, and lastly manages the new network infrastructure as a common good. Besides being particularly useful in terms of connectivity expansion and, therefore, fulfilment of the Sustainable Development Goals – notably Goal 9 – the raise of CNs also offers a solid demonstration of how Internet governance processes can allow different stakeholders to cooperate to achieve common goals and concretely influence the evolution of the Internet. The fundamental goal of this volume is to provide to any interested person a manual offering instructions, strategies and useful suggestions to create CNs, make them sustainable and scalable, while being mindful of complying with regulation, thus keeping networks as spaces for the enjoyment and promotion of rights and respect of legislation.
