Contribution :	The internet access need to be a human right in fact, cause the digital transformation shows us how the negative impact of the lack of this right can cause damage in a social, economical, educational, cultural and political ways. The governments need to understand that the solution of this problem will be resolved if all the sectors of the society be part of it. Not only commercial operators, not only internet access through government programs without a holistic approach of all State policies, making all the actions to solve the digital divide more integrated, efficient and respecting the rights of the citizens.
