Contribution :	ICANN is not very clear on what advise it need on this topic. RIR are managing address according to community rules (policy) and it seem to be working fine. ICANN need to reccomend to RIR that IPv4 transfer is necessary and RIR community need to embrace more these type of policy. On legacy spaces, leave them as they are. No contract between space owner and anyone, so nothing is necessary here.
