Born on 2 November 1965 in Baku.
1988: graduated from Lomonosov Moscow State University, Faculty of History.
1988-1991: lecturer at the Moscow Institute of Chemical Engineering.
1991-1998: held various posts in entities operating in the field of IT and consultancy.
Has been working in the telecommunication sector since 1998. From 1998 to 2005, held various positions in Ericsson Russia, from Director for Telecommunication Network Construction and Development to Director of the Technical Support Service for the "Russia-CIS" Region, encompassing 12 countries.
2005-2010: worked with Nokia Siemens Network Russia as head of the service department in the "Russia" region. Was a board member of the company's Russian business unit. His activities included heading an integration team for the north-eastern region (Scandinavia, the Baltic countries, the CIS and Turkey) for Nokia Networks in the process of its merger with Siemens.
2007: graduated from Moscow State University of Mechanical Engineering, having specialized in "Business economics and management".
Prior to his appointment to the Ministry of Telecom and Mass Communications of the Russian Federation, served as the Vice-President for Service, Procurement and Deliveries with Huawei Technologies, covering the "Russia" region, comprising Russia, Ukraine, Belarus and Armenia.
14 January 2013: appointed to the position of Director, Department for International Cooperation.
7 August 2014: appointed Vice-Minister of Telecom and Mass Communications of the Russian Federation.
Is fluent in English, Italian, Portuguese and Turkish, and has a working knowledge of Spanish, German and French.
Participation in coordination and consultative bodies
Government Commission for Ensuring a Russian presence in the Spitsbergen Archipelago.
