Meeting of ITU-T Study Group 2
Virtual/Geneva, 4-13 February 2026
1 Overview
ITU-T Study Group 2 held its first meeting in the new format, mixing virtual and physical meetings, with the aim of improving efficiency and lessening the burden on ITU in terms of cost and rooms.
The meeting adopted the agenda (SG2-TD290R1/PLEN) and held its plenary on Monday, 9 February. The meeting was attended by 178 participants, with 40% of female participants, from 54 countries (44 Member States were represented). Participation details can be found in Section 7 below.
The meeting received 70 Contributions (analysis in SG2-TD298R1/PLEN) and handled 293 TDs. Delegates reviewed 96 incoming Liaison Statements and agreed to send 17 outgoing Liaison statements (SG2‑TD299R2/PLEN).
The next SG2 meeting is scheduled for 9-18 September 2026. The complete schedule of meetings may be found in Section 5.
2 Major outcomes
The Study Group took the following decisions:
- Advise the Director of TSB on various NNAI topics (see section 3 on Numbering);
- Approve the revised ENUM interim procedures in TD423R1/PLEN, to come into force at the next SG2 meeting in September pending the conclusions from the responses to the TSB Circular above (see clause 3.17 of the Q1/2 report);
- Four Recommendations were approved under TAP;
- Eleven texts (five Recommendations and six amendments) were Consented;
- Ten new work items were initiated.
2.1 Recommendations Approved during closing plenary (TAP, Resolution 1)
Comments were received on Determined revised ITU-T E.164 from the Russian Federation and Sweden; on Determined revised E.164.1, from the Russian Federation, Sweden and the United Kingdom; on Determined new ITU-T E.192 (ex E.IoT-NNAI), from the Russian Federation, Sweden and the United Kingdom; and on Determined new E.371 )(ex. E.dit), from Canada, the Russian Federation, Sweden, the United Kingdom and the United States, during the TAP consultation phase. These issues were resolved by the SG2 experts, and an updated version of the texts were Approved at the closing plenary.

3 Numbering
Since the previous ITU-T Study Group 2 meeting (Geneva, 5-14 February 2025), the Numbering Coordination Team (NCT) held ten meetings. In addition, further consultations were carried out through email correspondence. The NCT has worked on sixteen new or pending applications for international numbering codes. Details can be found in SG2-TD328R2/PLEN.
The meeting considered five TDs referred to it by the NCT and various contributions on applications for INRs:
- Advise the Director of TSB to:
- Respond to the query from BT per the approach proposed in SG2-TD355/PLEN (see clause 3.5.2 of the Q1/2 report):
- The NCT generally agreed that, since there are still voice services on the IC in question (and therefore it cannot be returned) and the alternative (i.e., assigning an additional 883 IC for data-only IoT/M2M) would not constitute efficient management of the number space, it would be reasonable to requalify the assignment. This request should come through a requalification letter, however, not through any of the routine reporting or via informal email. Additionally, it should go to the study group level on principle;
- Respond to the query from Emnify by requesting clarity on the nature of the service, specifically whether a telephony service would be provided on the +883 IC (see clause 3.5.2 of the Q1/2 report);
- As guidance to the NCT, the meeting noted the long-standing practice and recommended that if the overall control is based on roaming agreements with operators within a country, then the country should be listed in the application. It was also noted that at this stage the current text in E.164 refers to “physical nodes" and consideration should be given to adapting the text;
- Not assign the requested resources to Tampnet, and to ask for additional justification from the applicant on the technical constraints as to why their existing MNC cannot be used, in the absence of exhaustion (see clause 3.5.3 of the Q1/2 report);
- Not assign the requested resources to RGTN Wholesale, and to invite the applicant to apply under a revenue shared code instead, with additional explanation as provided in clause 3.5.3 of the Q1/2 report;
- Assign the requested resources to Bureau 1440 LLC (agreed at the Opening Plenary), with the following caveat in the assignment letter: “It is expected that the assigned resources will be used in line with the principles in, and in conformity with the objectives and purposes of, Recommendation ITU-T E.190 and Recommendation ITU-T E.212, as appropriate" (see clause 3.5.4 of the Q1/2 report);
- To assign the requested resources to Myriota PTY (agreed at the Opening Plenary), with the following caveat in the assignment letter: “In line with Principle 2 of Recommendation ITU-T E.190, which confirms that international telecommunication NNAI resources exist to facilitate the provisioning of public telecommunications services, we expect that the assigned resource will be used for commercial use only, to the exclusion of any military use cases" (see clause 3.5.4 of the Q1/2 report);
- Send the TSB Circular in TD421R1/PLEN, regarding the possible closure of the ENUM system under e164.arpa (see clause 3.17 of the Q1/2 report);
- Encourage World's Global Telecom to re-submit its application focusing on assignment criteria as defined in E.164.1. TSB noted that they may use the following documentation to progress their application:
The participants offered the following observations to the applicant given the specifics of the service described in C148, which may require particular attention for next steps:
- Service footprint (section 8.1.4 of E.164.1): the applicant should demonstrate that “its international network infrastructure would contain connecting physical nodes in two or more countries, which are not within the same integrated numbering plan". It was noted that the statement cannot be only aspirational but be associated with evidence.
- Confirmation of the date of implementation in these countries (section 8.1.11): the “applicant is required to state the planned date of commercial implementation in at least two countries". Similar to the service footprint, the timeline should not only be aspirational, and the countries must be specified.
- Compliance with national regulation (section 8.2.1.4): “The applicant affirms that all national regulatory and legal requirements of the countries in which the applicant's Network will operate and provide service would be met"; if applicable to the countries specified for the countries mentioned in 8.1.11.
The potential WGT revised application, taking into account the guidance offered, will be reviewed by Study Group 2.
- Approve the revised ENUM interim procedures in TD423R1/PLEN, to come into force at the next SG2 meeting in September pending the conclusions from the responses to the TSB Circular above (see clause 3.17 of the Q1/2 report);
No reports of potential misuse were received during this period.
The webpage on misuse of numbering resources was updated further to the approval on 5 September 2025 of ITU-T E.156 and a new circular was published (TSB Circular 105 of 10 December 2025).
4 Other activities

5 Future meetings
The meeting agreed to the Chairman's proposal for future SG2 meetings and interim activities (SG2‑TD349R2/PLEN).
