Biographies


Qi Shuguang
ITU-T SG5 Acting Chairman

She graduated from Beijing university of posts and telecommunications in 2007 and holds a master's degree in computer science. She has been working in the field of ICT environment and infrastructure for more than 10 year. Currently she is the Vice Chief Engineer of China Telecommunication Technology Labs in China Academy of Information and Communication Technology (CAICT) and professor in Engineering. Her focuses include fundamental research, prospective study and standardization work in ICT environment and infrastructure. She is also Vice Chairman / Acting Chairman of ITU-T Study Group 5; Chairman of the ITU-T Study Group 5 Asia pacific regional group; and also Chairman of Working Group 1 / Technical Committee 4 (Power and environment for ICT) in China Communication Standardization Association (CCSA). She has developed over 10 Recommendations as a chief editor at the ITU, including Recommendation ITU-T L.1210, ITU-T L.1380 and ITU-T L.1381 series Recommendation on smart energy. She is also an active participant of the domestic standardization activities in China and has been involved in developing more than 20 Chinese standards including National standards, industrial standard and regional standards. She received the first prize scientific reward from China Institute of Communications in 2013, first prize scientific reward from CCSA in 2017, and second prize scientific reward from CCSA in 2021.


​Paolo Gemma​
Chairman, Working Party 2, ITU-T Study Group 5: Environment, climate change and circular economy 

Paolo Gemma is a senior Specialist and representative of Huawei on issues related to energy saving and environmental sustainability.
Prior to joining Huawei, Dr. Gemma was working with Nokia Siemens Networks, where he was responsible for EMC (electromagnetic compatibility) and electrical safety areas. He also worked in the Siemens Communications Division. Dr. Paolo Gemma also plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards. In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, Climate Change and Circular Economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, Energy Efficiency and the Circular Economy”. He also acts as Vice-chairmen of the United for Smart Sustainable Cities (U4SSC) initiative. In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009 he holds the position of Chairman of the EEPS EE (eco Environmental product standard) working group. Paolo Gemma is a graduate in electrical engineering from the University of Genoa.​


Xiao Wang
Programme Officer at UNEP DTU Partnership

Xiao fuses a background in Development and International Relations with expertise in digital energy policy analysis and partnership building. She takes the lead in the development of a flagship project on Green ICT and Energy Efficient Datacentres at the UNEP DTU Partnership. Her hands-on experience in engaging Fortune 500 companies in digital infrastructure projects in the developing countries and the emerging markets lends her a unique insight into effectively brokering public-private partnerships and sustainable investment of smart energy implementation for the UN SDGs and the Paris Agreement. Xiao is a Chinese national. Before working at UNEP DTU Partnership, she has held positions at WWF for Danish International Development Agency's energy planning project in Vietnam and at Danish Ministry of Foreign Affairs as Attaché to the UN Climate Conference. 


​Vida Rozite
Programme Manager, International Energy Agency (IEA)

Vida Rozite is leading the International Energy Agency’s (IEA) Energy Efficiency Division work on digitalisation, including the cross-agency multi-year Digital Demand-Driven Electricity Networks (3DEN) initiative. She is also leading the work on the forthcoming IEA G20 report on Empowering Cities Towards Net Zero (to be launched in July 2021). She has worked as an independent consultant focusing on energy efficiency and digital technologies. She led the IEA’s work on industrial energy efficiency and energy impacts of digitalisation from 2011 – 2016. Other positions include - Associate Expert for UNIDO on cleaner production and green industry, senior advisor for Nordic Energy Research, Secretary of the Nordic Working Group on Renewable Energy, Deputy Director of the Nordic Council of Ministers’ Office in Latvia. She holds a MSc. Degree from the International Institute for Industrial Environmental Economics.


Claudio Bianco
Environmental Efficiency R&D Engineer, TIM (Telecom Italia)

Electrical engineer from Politecnico di Torino with a Master in Information and Telecommunication Technology from SSGRR (Scuola Superiore Guglielmo Reiss Romoli), Claudio joins CSELT (Centro Studi e Laboratori Telecomunicazioni) of Telecom Italia group in 1996, working in the energy and environmental efficiency area of the main Italian Network Operator. Claudio’s R&D and engineering activities cover innovative power and cooling systems, new energy storage solutions, ICT/TLC equipment power consumption analysis and management, cost accounting for energy systems, smart grids. Claudio is the TIM’s delegate at ETSI EE “Environmental Engineering” Technical Commette (chairing Working Group EE1 on mechanical and climatic conditions) and at ITU T Study Group 5 “Environment, climate change and circular economy” (co-chairing Question 6 on power and power backup solutions for future networks). Claudio is also an active member of the Sustainable Development Working Group and Energy Task Force of ETNO (European Telecommunication Network Operators), of the European Union Joint Research Center (JRC) responsible of the Codes of Conduct for ICT (External power supply units, Digital TV services, energy consumption of Broadband equipment, Uninterruptible Power Supplies and Data Centres) and is also TIM’s liaison officer with RSE (Ricerca Sistema Energetico, the Italian publicly owned company carring out publicly funded national and international programs in the fields of electrical power, energy and the environment). Claudio is also actively contributing, since end of the 90’es, to the International Telecommunications Energy Conference (INTELEC), both as author/panelist and as member of the organizing team.
