Terms of reference of ITU-T Study Group 12 Regional Group for Asia and the Pacific (ITU-T SG12RG-AP)

ITU-T Study Group 12 Regional Group for Asia and the Pacific (ITU-T SG12RG-AP) operates in line with WTSA Resolution 54 (Rev. New Delhi, 2024) “Regional groups of study groups of the ITU Telecommunication Standardization Sector”.
Objectives
- To exchange information on ITU-T Study Group 12 (SG12) activities and ongoing work on Quality of Service (QoS), Quality of Experience (QoE), and network performance.
- To facilitate active participation of regulators, service providers, academia, and research institutions from Asia-Pacific countries in SG12 discussions and Recommendation development.
- To develop a regional platform for cooperation, experience sharing, and harmonisation of performance measurement and monitoring frameworks.
- To align regional approaches to QoS/QoE frameworks, regulatory benchmarks, and key performance indicators (KPIs).
- To bridge participation gaps through regional workshops, hybrid meetings, and training programmes in collaboration with the ITU Regional Office for Asia and the Pacific and the Asia-Pacific Telecommunity (APT).
- To strengthen capacity building through multilingual dissemination of ITU-T methodologies and standards, enhancing technical knowledge and regulatory understanding.
- To identify regional priorities, such as broadband and mobile data performance, OTT service quality, latency and reliability issues, and emerging 5G/6G-related QoE parameters.
- To promote synergy between ITU sectors, regional bodies (e.g., APT, ASEAN, SAARC, PITA), and national stakeholders to improve the effectiveness and inclusiveness of SG12 activities.
- To contribute to regional advancement in:
- Assessment and monitoring of QoS and QoE across diverse environments (urban, rural, remote, island, and mountainous regions);
- Familiarising regional experts with ITU-T SG12 frameworks and evaluation methodologies;
- Sharing best practices and lessons learned on performance evaluation and user experience measurement;
- Discussing and harmonising regional methodologies to evaluate, benchmark, and communicate service quality and reliability;
- Promoting adoption of ITU-T standards and metrics relevant to the Asia and the Pacific context.
Working methods
- Participation in the SG12RG-AP is described in WTSA Resolution 54.
- Meetings will be organised both physically and virtually, hosted on a rotational basis among ITU Member States in Asia and the Pacific.
- Coordination will be maintained with the ITU Regional Office for Asia and the Pacific and APT.
- Working documents will be produced in English, with local language summaries where feasible.
- The Regional Group shall appoint a Chair and Vice-Chair(s) for a term of two years.
