Biography

​Alexandre Barbosa
Head of the Regional Center for Studies on the Development of the Information Society (Cetic.br), Brazil ​

Head of the Regional Center for Studies on the Development of the Information Society (Cetic.br) at the Brazilian Network Information Center (NIC.br). Responsible for survey projects to produce ICT statistics for the monitoring of national policies and international goals, such as the Sustainable Development Goals (SDGs). Coordinates capacity building programs in survey methodologies in Latin America and Portuguese-speaking countries in Africa. Mr. Barbosa was the Chair of the Expert Group on ICT Households indicators (EGH) at the International Telecommunications Union (ITU) from 2012 to 2017, expert at the OECD working party on Measurement and Analysis of the Digital Economy, member of the International Advisory Group of Experts on the Global Kids Online project at UNICEF and LSE, member of the Council Board of The Innovation Center for Brazilian Education (CIEB) and member of the master’s program council at Fundação Dom Cabral. ​​Mr Barbosa holds a PhD degree in Business Administration from Getulio Vargas Foundation (Brazil), a Master Degree in Business Administration from Bradford University (UK), a MSc Degree in Computer Science from Federal University of Minas Gerais (Brazil) and a BSc Degree in Electrical Engineering from Catholic University (Brazil). He has also conducted postdoctoral research at HEC Montreal (Canada).
​Cristina Bueti
Counsellor, ITU​ ​

Cristina Bueti is the ITU Focal Point on Environment and Smart Sustainable Cities. She is also the Counsellor of ITU-T Study Group 20 “Internet of things (IoT) and smart cities and communities (SC&C)” at the International Telecommunication Union (ITU). She also serves as TSB/ITU focal point for Latin America. Cristina Bueti graduated from the Faculty of Political Science, Law and International Cooperation and Development of the University of Florence, where she completed postgraduate studies in International Cooperation and Telecommunications Law in Europe. She also holds a specialization in Environmental Law with a special focus on Telecommunications. In 2003, Ms. Bueti built on her academic credentials by completing a specialized course in peace keeping and international cooperation with special focus on telecommunications at the Faculty of Laws, University of Malta, before joining the International Telecommunication Union in Geneva in January 2004. As part of the International Women's Day 2016, she was named as one of the twenty Geneva-based inspirational women working to protect the environment. She has authored over 40 reports on telecommunication issues. A native Italian speaker, Cristina is also fluent in English, French and Spanish.
Demi Getschko
Brazilian Network Information Center (NIC.br)

Getschko, CEO Brazilian Network Information Center (NIC.br), has been a member of the Brazilian Internet Steering Committee (CGI.br) since its creation in 1995 and has served as administrative contact for the ccTLD .br since 1989. From 1972 through 1986, Getschko held a variety of positions at the University of São Paulo, from student to faculty and IT professional. He was the manager of the Fapesp Data Center, a state foundation that played a central role in Brazilian academic networking, from 1986 through 1996. He then left Fapesp to become technology director at Agencia Estado, an arm of a major Brazilian newspaper, where he was involved in strategic planning, focusing on the technological evolution affecting the information industry in light of the Internet. In 2000 and 2001 he served iG (Internet Group), a free Internet provider in Brazil, as Chief Technology Officer and Vice-President of Technology. He holds BSc, MSc and PhD degrees in Electronic Engineering from the University of São Paulo, Brazil. Currently he is Associate Professor in Computing Architecture at Pontifícia Universidade Católica de São Paulo.
Pere Fuset
Counsellor for Digital Agenda and Electronic Administration, València​  

Born in València on July 16, 1982. Born in the Monteolivete neighborhood and currently a neighbor of Ruzafa. In his career, awareness tasks in an international health care NGO, various jobs in the field of digital communication and social media management stand out. He has also worked from the third sector as a technician and project manager for different civic entities. In his civic and political career, he has been general secretary of the BLOC JOVE (2005-2008) and Vice-president of the Council of Youth of the Valencian Community (2012-2014). It also highlights creative work in various political campaigns. He has promoted and coordinated the sector of parties and popular culture of Compromís, and from 2011 to 2013 he was the first representative of the training to the Governing Council of the Central Fallera Board.In the period 2015-2019, he made his debut as councilor and spokesperson in the Municipal Group of Compromís por València. In this same period he held the powers of the Department of Festive Culture and Electronic Administration. In the 2019-2023 mandate, he is the Councilor for Digital Agenda and Electronic Administration, a delegation that depends on the Information and Communication Technologies Service (SerTIC) and the Smart City Office (OCI). Throughout his tenure in the area, since 2015, the creation of the Smart City Office stands out, in charge of leading the smart city projects and positioning the city of Valencia among the leading city councils in this field. Likewise, it is worth highlighting the positioning of electronic administration projects at the head of local administrations, according to independent studies.
Representative in the General Assembly of the Spanish Network of Smart Cities currently focuses its efforts, together with municipal staff, in launching projects and tools to improve the efficiency of municipal management, facilitate people's lives, and guarantee the sustainability of resources and the environment with the use of technology and the application of the smart city philosophy.

Nacido en València el 16 de julio de 1982. Natural del barrio de Monteolivete y en la actualidad vecino de Ruzafa. En su trayectoria laboral detacan las tareas de sensibilización en una ONG internacional de asistencia sanitaria, diversos trabajos en el ámbito de la comunicación digital y la gestión de redes sociales. También ha trabajado desde el tercer sector como técnico y director de proyectos de diferentes entidades cívicas. En su trayectoria cívica y política, ha sido secretario general del BLOC JOVE (2005-2008) y Vicepresidente del Consell de la Joventut de la Comunitat Valenciana (2012-2014). También destaca el trabajo creativo en diversas campañas políticas. Ha impulsado y coordinado la sectorial de fiestas y cultura popular de Compromís, y de 2011 a 2013 fue el primer representante de la formación al Consejo Rector de la Junta Central Fallera. En el periodo de 2015-2019 se estrenó como regidor y portavoz en el Grupo Municipal de Compromís por València. En este mismo periodo ostentó las competencias de la concejalía de Cultura Festiva y Administración Electrónica. En el mandato 2019-2023 es el concejal de Agenda Digital y Administración Electrónica, delegación de la que dependen el Servicio de Tecnologías de la Información y la Comunicación (SerTIC) y la Oficina de Ciudad Inteligente (OCI). A lo largo de su mandato en el área, desde 2015, destaca la creación de la Oficina de Ciudad Inteligente, encargada de liderar los proyectos smart city y de posicionar la ciudad de València entre los ayuntamientos líderes en ese ámbito. Igualmente, es de destacar el posicionamiento de los proyectos de administración electrónica al frente de las administraciones locales, según han manifestado estudios independientes. Representante en la Asamblea General de la Red Española de Ciudades Inteligentes, actualmente centra sus esfuerzos, conjuntamente con el personal municipal, en poner en marcha proyectos y herramientas para mejorar la eficiencia de la gestión municipal, facilitar la vida de las personas, y garantizar la sostenibilidad de los recursos y el medio ambiente con el uso de la tecnología y la aplicación de la filosofía smart city.

Tatiana Jereissati

Tatiana Jereissati is the coordinator of Sectoral Studies and Qualitative Methods at the Regional Center for Studies for the Development of the Information Society (CETIC.br), department of the Brazilian Network Information Center (NIC.br), linked to the Internet Steering Committee in Brazil (CGI.br). She holds a post-graduate degree in Social Sciences with special mention to Gender and Public Policies from the Facultad Latinoamericana de Ciencias Sociales (FLACSO) Argentina, a Bachelor's degree in Literature and Languages: Portuguese-French from the University of São Paulo (USP) and a Bachelor's degree in International Relations from the Fundação Armando Alvares Penteado (FAAP)

Doctor in Law from the Universidad Iberoamericana (UNIBE), Dominican Republic, with a Master's Degree in International Trade from Ajou University, South Korea in the framework ​of the Korea International Cooperation Agency (KOICA) Scholarship Program and a Master's in Economics, with Specialization in International Economics and International Trade of the Pontifical Catholic University Mother and Teacher (PUCMM) and Paris I University Pantheon-Sorbonne, France. In addition, she has a third master's degree in Public Management from the Global Institute of Higher Studies in Social Sciences (IGLOBAL) and the José Ortega Gasset - Gregorio Marañón Foundation, Spain.          Currently, she is Ambassador, Permanent Representative of the Dominican Republic to the International Telecommunications Union (ITU) and Other International Organizations to the United Nations (WTO, WIPO, UNCTAD, UNITAR and UNRISD). Previously, she was Executive Director of Dominican Institute of Telecommunications (INDOTEL) from August 2016 to September 2018 and was Director General of the Foreign Trade and International Trade Management Administration (DICOEX) of the Ministry of Industry and Commerce of the Dominican Republic from 2006 to 2012. She has been a panelist and​ lecturer in Africa, Central America, the Caribbean, Europe, Asia and the United States, invited by international organizations such as the United Nations Conference on Trade and Development (UNCTAD), the International Center for the Settlement of Disputes and the Georgetown University, the Spanish Arbitration Center and University of Comillas in Madrid, the Pontifical Catholic University Mother and Teacher ( PUCMM), the Human Development and Security Institute of Ewha's Womans University, Ajou University of South Korea, business associations in the Dominican Republic and abroad, among others, in telecommunications, foreign trade, investor-state dispute resolution , and matters relating to the World Trade.​
Tania Marcos Paramio
Vice-Chair, United for Smart Sustainable Cities (U4SSC) / Head of Smart Sustainable Cities, Spanish Association for Standardization (UNE)

Tania is Head of Smart Sustainable Cities at the Spanish Association for Standardization (UNE), where serves as Manager of the Standards Committee CTN178 “Smart cities”, and acts as the national focal point for the development of Standards for Local Governments, which assist their transformation into smart cities/smart tourism destinations. She is Vice-Chair of the UN initiative United for Smart Sustainable Cities (U4SSC) to achieve Sustainable Development Goal 11, where she also participates at the Thematic Group on City Platforms. She is also Vice-chair of ITU-T Study Group 20 on Internet of things (IoT) and smart cities and communities (SC&C), on behalf of the Spanish Secretary of State for Telecommunications and Digital Infrastructure (formerly Information Society and Digital Agenda), within the Ministry of Economic Affairs and Digital Transformation. Tania has been the Representative of the CEN-CENELEC-ETSI Sector Forum on Smart and Sustainable Cities and Communities, towards the European Innovation Partnership on Smart Cities and Communities (EIP-SCC) of the European Commission. Senior Standardization Programme Manager, Tania has acted as secretary, relator, expert or convenor to different European, LATAM and International structures, dealing with Quality & Sustainability for public and private sectors.
Ana María Meiners
Mayor of Esperanza, Argentina

​Ana María Meiners was born on February 5, 1948 in the City of Esperanza. In 2007 she became the first female Mayor of the City of Hope, a position in which she was reelected in 2011; 2015 and 2019. Before that, she had been elected a member of the deliberative council for the period 2005-2009. Among other positions, Ana was President of the Alma Juniors Athletic Club of the City between 1996 and 2005 and President of the Advisory Council of the City of Esperanza between 2001 and 2005.

Martin Olmos is the Undersecretary of Information and Communication Technology of Argentina. He has a degree in Political Science and a Masters in Public Policy. Before his present position he has served as a public official in several areas both for the national government and the local government of Buenos Aires and as a consultant on public policy and data science for public, private and international development organizations.
Javier Torner Ruiz de Temino
Urban Development Specialist, Program Management Officer, UN-Habitat Nairobi/Kenya

Javier Torner has worked since 2014 in the Urban Planning, Finance and Economics Section of UNHabitat as an Urban Development Specialist and Program Management Officer at UN-Habitat headquarters in Nairobi. Within the Section and the Urban Laboratory, Mr. Torner has written and participated in the implementation of urban programs, projects and plans, such as territorial and urban development strategies, planned urban extension projects, urban regeneration, urban restructuring initiatives post-disaster and adaptation to climate change, having carried out projects for the Adaptation Fund and the Green Climate Fund. He has also coordinated strategies for participation and involvement of actors as well as training on urban development at a global level and with a specific focus on Latin America and the Caribbean, having personally worked on projects in Mexico, Colombia, Cuba, Haiti, the Dominican Republic, Ecuador, South Africa , Ghana, Ivory Coast, Guinea Conakry, Guinea Bissau, Comoros, São Tomé and Príncipe, Mozambique, Rwanda and Kenya, as well as in the Commonwealth of Independent States (CIS). Mr. Torner, who has more than 10 years of previous experience working in the private sector, public administration and the university in Spain, USA and Germany, also works with innovation in urban planning and smart cities, developing plans and smart city projects to support national and local governments, as well as creating partnerships with the private sector for urban regeneration and service provision. Since January 2020, he is also the Coordinator of the UN-Habitat Urban Laboratory in Mexico.
Daniela Naufel Schettino
General Coordinator of Telecommunications Infrastructure Projects of the Ministry of Communications (MCOM), Brazil

Member of the Brazilian National Telecommunications Agency (Anatel) since 2007, and working at the Ministry of Communications since 2019, with projects related to Telecommunications Infrastructure and Digital Inclusion Programs. Has a PhD and a MSc Degree in Telecommunications Engineer and a BSc Degree in Electrical Engineering from Federal University of Minas Gerais (Brazil).
Wilson Diniz Wellisch
Director of the Department of Digital Inclusion, Ministry of Science, Technology, Innovations and Communications (MCTIC), Brazil

​Member of the Brazilian National Telecommunications Agency (Anatel) since 2011, worked the Superintendency of Private Services, as advisor to the Management of Control of Obligations for Universalization and Expansion of Access, and Substitute Superintendent of Grant and Resources for Provision. Working at the Ministry of Science, Technology, Innovations and Communications since 2019, he was the head of the Department of Digital Inclusion, Substitute Secretary of Telecommunication and Secretary of Broadcasting. He is currently head of the Department of Telecommunications and Broadband Infrastructure Projects at the Ministry of Communications.
