The International Telecommunication Union (ITU) organised a workshop on "Quality of Service (QoS) and Quality of Experience (QoE) Aspects of Satellite-based Internet Services" on the 8 June 2026, from 14h00-18h00 hours CEST at ITU Headquarters, in Geneva, Switzerland.
The workshop was scheduled in response to discussions at the TSB Director’s CxO meeting (Munich, 3 November 2025), WTSA-24 Action 15, and WTSA Resolution 95 . It was organized alongside the meeting of ITU-T Study Group 12 , Performance, QoS and QoE, 9-17 June 2026 (see TSB Collective
4/12).
Objectives
The objectives of this workshop were to:
- Share insights on QoS and QoE aspects of satellite-based Internet service.
- Identify relevant QoS indicators, methods of measurement, and factors influencing QoS and QoE.
- Identify applicable existing ITU-T QoS and QoE standards and areas for future work.
Target audience
The workshop targeted representatives from national regulatory authorities, ministries, service and solution providers and vendors, academia, R&D institutions, consumer rights groups, and other organizations working on matters relating to telecommunications. Participation is free of charge and open to all interested stakeholders, including ITU Member States, Sector Members, Associates and Academic Institutions and to any individual from a country that is a member of ITU.
