Introduction
At the kind invitation of Türk Telekom, the International Telecommunication Union organized a workshop on Telecommunication Service Quality in Istanbul, Turkey, on 3-4 September 2018. The workshop was held in response to
WTSA-16 Resolution 95 on "ITU Telecommunication Standardization Sector initiatives to raise awareness on best practices and policies related to service quality". It was held in conjunction with the 35th meeting of the
Quality of Service Development Group (5‑6 September 2018), and a Rapporteur Group Meeting of
Question 12 of ITU-T Study Group 12 on "Operational aspects of telecommunication network service quality" (6‑7 September 2018).

Objectives
The objectives of this workshop included, but were not limited to:
- Introduce the work of ITU on performance, quality of service (QoS) and quality of experience (QoE);
- Exchange telecommunications service quality best practices, including on QoS evaluation, benchmarking and optimisation;
- Identify QoS and QoE issues and requirements for popular OTT and content subscription services;
- Assess the impact of trends in the telecommunications sector on service quality.
Audience Participants from around the world with an interest in QoS-related topics, including industry (network operators, service providers, vendors, etc.), telecommunications policy makers and regulators, academia, consumers.
