ITU Roundtable: Implementing ITU standards for combating fraudulent communications

New Delhi, India, 09 October 2026

Contact: tsbevents@itu.int

10:00 - 10:10Opening and welcome remarks
10:10 - 10:20Setting the scene: fraudulent communications and the signalling trust gap

Objectives:
Why calling line identification can be falsified in interconnected networks; what the resulting harm looks like for consumers, enterprises and financial institutions; why measures applied at the network edge alone have not resolved it. Framed using the threat classification of [ITU-T Q.3066] and the vulnerabilities documented in [ITU-T QSTR-SS7-DFS]
10:20 - 10:50The ITU-T secure signalling framework and standards for certificate-based CLI authentication

Objectives: Presentation of the standards baseline: the architecture and trust anchor model of [ITU-T Q.3057]; the signalling procedures and protected message structure of [ITU-T Q.3062]; the CLI authentication procedures of [ITU-T Q.3063]; the protocol extensions of [ITU-T Q.763] Amd. 7 and companions; the certificate issuance requirements and cross-border trust anchor certificate list of determined draft [ITU-T Q.3070]; and the governance framework under development as draft [ITU-T E.RAA4Q.TSCA] in ITU-T SG2. What an implementation consists of, and where the principal deployment decisions arise.
10:50 - 11:00Q/A

Objectives: Short factual questions on the material presented. Substantive discussion is held for the roundtable.
11:00 - 11:30
Panel: what it takes to implement

Objectives: A moderated panel with operator, supplier and certification-authority perspectives, addressing: integration points in existing networks; effort and lead time; certificate lifecycle operations; behaviour of transit networks; and what would need to be in place before an operator could proceed.
11:30 - 11:45
Coffee break
11:45 - 12:35
Roundtable: administration and regulator perspectives

Objectives: Administration and regulator representatives describe the situation in their jurisdictions and the conditions under which certificate-based CLI authentication could be deployed.
12:35 - 12:50
Call for Proof of Concept

Objectives: Presentation of the Call for PoC, including its scope, objectives, phases, participation model and indicative timeline; what participation involves; and how to express interest.
12:50 - 13:00Closing summary and next steps

Objectives:
Consolidated summary of the roundtable; open points recorded for consideration in the respective ITU-T Study Groups; reporting arrangements; closing remarks.
