Together with the Department of Telecommunications (DoT), Ministry of Communications, Government of India, the International Telecommunication Union (ITU) organizes a Roundtable “Implementing ITU standards for combating fraudulent communications”.
The roundtable is organized in line with Resolution 65 of WTSA-24, which encourages all stakeholders to make efforts towards the early implementation of the trust framework and signalling security mechanisms specified in Recommendation ITU-T Q.3057 and other relevant ITU-T Recommendations.
Hosted by the DoT, the roundtable will take place on 9 October 2026, from 1000 to 1300 hours (local time), at Sameeksha Hall, Yashobhoomi (India International Convention & Expo Centre—IICC), New Delhi, India. The roundtable will be conducted in English only and will be held in conjunction with the India Mobile Congress (IMC), which will take place at the same venue from 7 to 10 October 2026.
Administrations and Regulators are invited to present the current state of fraudulent communications in their jurisdictions including national measures already implemented to combat calling line identification enabled fraud. They will be encouraged to discuss the way forward on implementation of related ITU standards and PoC. Expression of interest can be sent to tsbsg11@itu.int.
Fraudulent communications, including calling line identification (CLI) spoofing, scam calls, robocalls and fraudulent messaging continue to cause financial losses and undermine trust in PSTN and PLMN-based voice communications worldwide. Signalling System No. 7 (SS7) was designed on the assumption that any entity connected to the signalling network could be trusted. That assumption no longer reflects the way networks interconnect today, and CLI spoofing has emerged as significant tool in the hands of malicious actors for defeating call-blocking mechanisms and perpetrating fraud that depends on avoiding identification.
ITU-T Study Group 11 has developed a set of international standards which addresses this problem directly, by applying digital public-key certificates to the authentication of calling line identification across interconnected global telecommunication networks. Recommendation ITU-T Q.3057 specifies the architecture and the trust anchor model; Recommendation ITU-T Q.3062 specifies the signalling procedures and the structure of protected messages; Recommendation ITU-T Q.3063 specifies the procedures for calling line identification authentication in SS7 enabled networks; and the associated amendments to Recommendations ITU-T Q.763, ITU-T Q.931 and ITU-T Q.1902.3 specify the protocol extensions that carry the certificate, the signature and the authentication result. In July 2026, ITU-T Study Group 11 determined draft new Recommendation ITU-T Q.3070, which specifies the requirements for issuing the certificates on which the framework depends, together with the mechanism for sharing trust anchor information across borders. What the framework makes possible is straightforward to state. A call arrives carrying evidence of who asserted the identity it presents, so that fraud depending on impersonation loses its principal instrument. Administrations gain a measure that acts on international inbound traffic and not only on domestic origination, interoperable with neighbouring jurisdictions without bilateral negotiation, while each jurisdiction retains control over which trust anchors it recognizes. Operators can apply policy per interconnect partner, so deployment can begin with a single partner, without change to network entities and without requiring transit networks to implement anything. And because the mechanism is specified in ITU-T Recommendations rather than in a regional scheme, the same certificates, procedures and protocol parameters apply in any jurisdiction that adopts them.
The standards are therefore substantially in place. What is not yet in place is deployment experience. This event is intended to address that gap. It brings administrations, regulators, operators and suppliers together to examine what implementation of these Recommendations involves in practice, to hear directly from administrations about national priorities and constraints, and to launch a coordinated proof of concept activity through which implementations can be built, tested against one another, and used to inform the next stage of standardization.
A dedicated roundtable session will offer the representatives of the administrations and regulators an open forum to describe the situation in their jurisdictions and the conditions under which certificate-based CLI authentication can be deployed. The target audience for the discussion includes the suppliers/vendors of signalling security products who can provide insights on implementation readiness, integration effort and interoperability. The session concludes with the announcement of a call for Proof of Concept (PoC), open to all stakeholders.
OBJECTIVES
The objectives of the roundtable are (but not limited to):
- Presenting the relevant ITU-T Recommendations that specify public digital certificate-based calling line identification authentication, their current status and how they work together
- Explaining what can be achieved through these Recommendations and what implementing them entails for an operator, a certification authority and an administration
- Providing administrations and regulators with a platform to describe the scale and nature of fraudulent communications in their jurisdictions, the measures currently being applied, and their assessment of what would be required to move to public digital certificate-based authentication
- Sharing operator and supplier/vendor insights on implementation readiness, integration effort and interoperability, and to make the implementation opportunity visible to those in a position to act on it
- Identifying priority use cases, national interconnection relationships and candidate environments for a proof of concept
- Identifying aspects of the standards which would benefit from clarification, and documenting them for consideration within the relevant ITU-T study groups
- Supporting international collaboration and information-sharing between administrations, operators and suppliers on combating fraudulent communications; and
- Announcing a call for PoC, including its scope, timeline and participation model
TARGET AUDIENCE
Participation in the event is open to ITU Member States, Sector Members, Associates and Academic Institutions, and to any individual from a country that is a member of ITU who wishes to contribute to the work. This includes individuals who are also members of international, regional and national organizations, and interested stakeholders, including:
- Administrations, regulatory authorities and policy-makers responsible for numbering, interconnection, consumer protection or telecommunication security
- Telecommunication operators and communications service providers, in particular those responsible for international interconnection, signalling, network security and fraud management
- Equipment and solution suppliers, including suppliers of signalling security gateways, session border controllers, signalling firewalls, certification authority platforms and fraud-management systems
- Certification authorities, trust service providers and registration authorities
- Standards development organizations and industry associations active in signalling security and telephone identity
- Financial institutions and digital financial service providers affected by the misuse of telephone identity in authentication and customer contact
- Test laboratories, research institutions and academia working on telecommunication security and interoperability testing.
No prior familiarity with the ITU-T signalling security Recommendations is assumed. The session is designed to be followed by both technical and non-technical participants.
