He was a founding member of the Irish Telecommunications Security and Fraud Forum (ITSFF), which was established as an industry forum to discuss and address fraud and security issues in a collaborative manner. James studied law at the University of London and started his professional career in the financial services sector in Ireland where he worked for AIB Group, which he represented at national and international industry level on fraud and related matters. |
Geraldo Neto Senior Technical and Policy Advisor, Telecommunications Management Group, Inc
Mr. Neto, an engineer with more than 10 years of experience working in the telecommunications sector, is based in Geneva, Switzerland. He has extensive technical and regulatory expertise in broadband, convergence, mobile technologies, spectrum management and interference, television broadcasting, international telecommunications regulatory framework, the Internet of things (IoT), and over-the-top (OTT) services. Mr. Neto actively participates in ITU and CITEL meetings, representing companies at different study groups and committees on issues related to mobile services, spectrum, OTT services, and ICT technologies. He holds different leadership roles in both organizations, including the chairmanship of one of the working groups of Task Group (TG) 5/1, responsible for studying new spectrum identification for mobile broadband for the 2019 World Radiocommunication Conference (WRC-19); chairman of Sub-Working Group on audiovisual content over international mobile telecommunications (IMT) in ITU-R WP 5D; and vice-rapporteur of ITU-D SG 1 Question 3/1, focused on OTTs, m-services and cloud computing. Furthermore, he participates in a number of ITU study groups and working parties including ITU-D SG1; ITU-T SG3 and SG20; and ITU-R SG3, WP 5D, Task Group (TG) 5/1, WP 5A, WP 4A, WP 4C, Joint Task Group (JTG) 4-5-6-7, the 2015 Conference Preparatory Meeting (CPM-15) and WRC-15. He was involved in technical studies related to analogue-to-digital television transition, the liberalization of the digital dividend, interference between television broadcasting and mobile services, and regulatory levers for the development of mobile broadband and IoT in countries in Latin America and in international fora. Mr. Neto is working on the ongoing technical studies in preparation for WRC-19, on new frequency bands under study for IMT. Prior to working with TMG, Mr. Neto worked at Qualcomm as a Senior Manager of Government Affairs for Latin America, and before that at the Brazilian National Agency of Telecommunications (Anatel), and RBS TV (Globo TV affiliate). Mr. Neto holds a Master of Embedded Electrical and Computers Systems degree from San Francisco State University (SFSU), and a Bachelor of Electrical Engineering degree from the Federal University of Rio Grande do Sul (UFRGS), in Brazil. He is fluent in English, Portuguese and Spanish, with working knowledge of French. |

In 2010 Mr Pirmagomedov graduated from St. Petersburg State University of Telecommunication (SPbSUT). In 2014, he received Cand.Sc. (Ph.D) degree in SPbSUT, and his thesis was on the “Study of physical channel's failures in passive optical networks and development of methods for reliability prediction”, which was developed in collaboration with Rostelecom. The results of this research were successfully implemented, and currently are used for maintaining and designing of xPON access networks. Currently, Mr Pirmagomedov work in R&D department of Rostelecom, and part-time associate professor in SPbSUT. His scientific interests include IoT, digital identification, body area networks, eHealth. |

Joao Zanon ANATEL
Mr. Joao Zanon is a Telecommunication engineer that works at ANATEL´s Regulatory Division, which is responsible for the development of regulatory policies in regards to telecommunications services in Brazil. Currently, he is one of the coordinators of the Regulatory team and lead key project at ANATEL, such as the national initiative on the combat of counterfeit and stolen ICT devices, transition to IPv6, Geolocation on emergency calls, lawful interception and other security related initiatives. He also focuses his work on other telecommunication regulation subjects, like quality of service measurement, MVNO, Mobile Payment, IoT, among others. Mr. Zanon also contributes on other international forums, such as REGULATE and CITEL Permanent Consultative Committee I – PCC.I (telecommunication/ICT policy, regulatory aspects, standardization, cybersecurity, international public policy issues relating to the Internet), acting as Brazil’s Head of Delegation at various meetings. At CITEL PCC.I, he is Co-Rapporteur of the Rapporteurship on fraud control, regulatory non-compliance practices in telecommunications and regional measures against the theft of mobile terminal devices, and Rapporteur of the Correspondence on the Combat of Counterfeit ICT, where he´s leading the discussion on the combat against counterfeit devices. He was appointed on the last WTSA-16 as Vice-Chairman of ITU-T SG11 and on this study period (2017-2020) is the rapporteur of the Question Q15/11 and Liaison Officer from ITU-T SG11 to CITEL. |
