​Istvan Bozsoki

Mr. Istvan Bozsoki joined the ITU in 1997 to work at the Space Department of the Radiocommunication Bureau and he was dealing with coordination and notification of satellite systems. In 2007 he moved to the Telecommunication Development Bureau and is responsible for spectrum management and broadcasting issues. Since April 2013 he is Head of Spectrum Management and Broadcasting Division.

After obtaining his degree in telecommunication engineering at the Technical University Budapest in 1980 he spent 17 years at the Hungarian Communication Authority and he was dealing with technical and regulatory aspects of the spectrum management. Among others, he was responsible for the development of a computerized spectrum management system. Later, he was appointed as director of international affairs. He has a master degree in radiocommunications and broadcasting.

Ilham Ghazi

Mrs Ilham Ghazi is the Head of the Broadcasting Services at the Radiocommunication Bureau of the ITU.

Professional experience: At BR-ITU (Since November 2005): In charge of all terrestrial broadcasting services, and before that was in charge of the GE06 Agreement implementation and maintenance, and all relating issues to Terrestrial Broadcasting, including the Transition to the Digital broadcasting and Digital Dividends issues.

She has been in charge, with the ITU broadcasting team, of assisting and organizing the regional coordination meetings on the GE06 to enable frequency coordination meetings to enable administrations to have additional frequencies in in the Band 470-694 MHz and facilitate the release of the DD1 and/or DD2:
Africa: achieved in July 2013.
Arab countries: ASMG: achieved on April 2015.

​Lluís Borrell

Lluís Borrell, Partner at Analysys Mason, leads our media work internationally that has completed over 150 media project across over 35 countries. He has more than 20 years of worldwide experience in the media and telecoms industries.

Lluís has led many transaction, strategy and policy/regulatory consulting projects across the media and telecoms value chain throughout Europe and beyond, including the due diligence of many DTT broadcasting towers in Europe and support to DSO in Africa. He completed projects in leading edge growth areas such as OTT TV and broadband, as well as traditional and new digital media (PSB, DTT, DTH, Cable, IPTV and Internet based TV).

Lluís regularly writes opinion articles with a focus on media developments and the wider implications for the media and telecoms industries in terms of policy/regulation, investments and strategies. He is regularly invited to speak at specialist conferences. Prior to becoming a consultant, Lluís worked at Eutelsat, a global satellite operator, working for the investment case of the satellites that supported the launch of digital TV across Europe in the mid-1990s. Lluís holds a Masters degree in Spatial and Aeronautical Telecommunications Systems (ENST, Paris), an M.Sc. in Telecommunications Engineering (Universitat Politecnica de Catalunya), and an MBA from INSEAD. Lluís has worked internationally from and lived in Cambridge, London, Paris, Barcelona and Madrid.

​Giuseppe Flores D’Arcais

Giuseppe started his career at AT Kearney in Milan. In 1996 he joined Philips Electronics where a.o. he ran the professional AV business for Latin America, eastern Europe, EMEA and India. In 2001 he founded the broadcast consulting firm Nextudio, obtaining prestigious project assignments in the area of digital broadcasting, media policy and innovation. During the Zapatero II legislation, he was advisor for digital media and co-authored the Spanish digital television switchover Bill. He has been a member of the media & innovation steering group of the Spanish Ministry of Industry, Tourism and Commerce, which managed the transition to digital television of 15 million households.

In 2005, he founded the start-up Bestv, a broadcast technology company which he listed on the London Stock Exchange in 2010. Giuseppe has been Chairman of the Digital Television Commission in Spain’s industry association ASIMELEC and has been involved in various regulatory and standardisation initiatives. He has taught Management and Media Management courses at IED, ESERP, and John Cabbot University. Giuseppe has a MSc in Economics and Business Administration. He lives in Rome, is married and has two daughters.

​Kristina Rozgonyi

Dr. iur. Krisztina Rozgonyi is Assistant Professor and Postdoctoral Research Assistant with the Media Governance and Media Industries Research Lab, at the Department of Communication of the University of Vienna. Dr. Rozgonyi also acts as senior regulatory and legal/policy adviser. Her research interests are focusing on specific aspects of media governance, especially on the governance of spectrum and of copyright, and on the representation of public interest, of democratic values and of fundamental rights within the complex and highly ‘technocratized’ policy and regulatory processes.

She holds a Doctor Juris in Law and State Sciences, an MA in Communication Sciences and an MBA. Dr. Rozgonyi has served as a senior regulator and policy/legal adviser for national governments, regulators, and companies. In the period 2004-2010 she served as the Chairperson of the Telecoms Authority in Hungary. She acts as ITU/UN, Council of Europe, World Bank InfoDev and BBC MA policy and legal/regulatory expert and engages in major European Commission initiatives as adviser on media freedom, spectrum policy and copyright legal frameworks re: digital audiovisual archives. She has taught at ELTE University, Budapest; Janus Pannonius University, Faculty of Law, Department of Public Law, Pécs, and is a regular speaker at the Annenberg-Oxford Media Policy Summer Institute at Oxford University. Dr. Rozgonyi is member of the advisory board of the International Journal of Digital Television and the chair of the Media and Advertising Division of the Hungarian Lawyers Association. Dr. Rozgonyi speaks English, German and Hungarian.

​Christoph Dosch

After his graduation in telecommunications from the Technical University Munich (TUM), Christoph Dosch started a career as scientific engineer with the Institut für Rundfunktechnik (IRT) in Munich in 1976. Christoph Dosch specialized in satellite and terrestrial broadcasting systems as well as on frequency planning. Inter alia, he led a number of R&D projects on digital HDTV and digital sound radio and organized pertinent system demonstrations. In 1996, he was appointed General Manager Collaborative Research having been responsible for all IRT research projects which received external funding. After having retired form this post in March 2014, Christoph Dosch has continued to serve IRT as liaison officer to the ITU.

Christoph Dosch published various papers on broadcasting techniques, notably on new television and radio systems and on digital transmission. Later, his interests widened to multimedia applications and network technology and, specifically, to the convergence of broadcasting and broadband techniques including access services for people with disabilities.

Christoph Dosch was Chairman of the EBU group on satellite broadcasting from 1983 to 1992. From 1977, Christoph Dosch participated virtually in all ITU World (Administrative) Radiocommunication Conferences (WARC, WRC) working on spectrum management and radio regulations. Since the early 90s, he has been involved intensively in the technical work of ITU-R, first as participant, then as Vice-chair and Chair of the Working Party on satellite broadcasting. After two terms as Chairman of the ITU-R Study Group 6 (Broadcasting service) from 2007 to 2015, Christoph Dosch has continued to serve ITU, currently as one of the Vice-Chairs of ITU-R Study Group 6.

​Lars Backlund

Lars Backlund, Secretary General, Broadcast Networks Europe (BNE), Brussels, Belgium Senior Vice President Public and regulatory affairs, Teracom Group AB, Sweden. Lars Backlund has a Master’s Degree in telecommunications and microwave engineering and also diplomas from executive programmes at the Swedish Institute of Management and from various courses at INSEAD.

Mr Backlund has a long professional background in the Space Industry with the Swedish Space Corporation and as a representative of the Swedish Government on the communications satellite board of the European Space Agency. He has also been a consultant to the World Bank on various communications system study missions to South East Asia and Africa.

Since the mid 90-ies Mr Backlund has been employed by Teracom, which is the operator of the broadcasting networks in Sweden. He has held positions in charge of international business development, strategic planning and regulatory affairs including responsibilities for liaison with Swedish Government Departments and Swedish National Regulatory Authorities. He is also responsible for Teracom’s relations with the EU and is a board member in various international organisations. Mr Backlund is currently also Secretary General of BNE which is the trade organisation for operators of terrestrial broadcasting networks in Europe. BNE was founded in early 2010 with its headquarters in Brussels.

Peter Sellar

Peter is the DTG’s Associate Director Broadcast leading all DTG activity within the Broadcast arena. This broad role encompasses management of the DTT Platform Steering Group and Working Groups covering SF, RF and Hybrid TV. Peter also edited the latest D-Book (D-Book 9) which supports TV platforms in the UK and defines what goes into every TV sold in the market.

Before his promotion to Associate Director Broadcast in 2015, Peter was the DTG Programme Manager and co-authored the Future of Innovations in Television Technologies Taskforce (FITT) report which was launched by Ed Vaizey MP. Peter also led the DTG’s Spectrum work stream covering TV White Space, 800 MHz clearance for LTE and 700MHz clearance planning and risk mitigation. Prior to joining the DTG in 2012, Peter was Broadcast Technical Manager at Freesat where he led all technical and operational requirements for the Freesat platform to ensure service provision of 99.95% to Freesat customers. Peter joined Freesat in 2008 after spending seven years with the BBC World Service in a range of technical management roles where he successfully migrated the BBC World Service from an analogue to a fully digital enterprise solution. Peter was awarded the Royal Television Society (RTS) Young Technologist of the Year Award in 2011.

​Julius Mong

Julius has recently joined Eurofins Digital Testing, a worldwide leader in testing, quality assurance and certification services, as Professional Service New Technology Specialist. Within its portfolio, Eurofins Digital Testing specialises in enabling DTT migration and ensuring interoperability for new network launches. Julius has 15 years of experience in software development, project management, technical consulting, and business development. He has held various technical and business oriented positions in digital media and marketing as well as digital broadcast technology industries. Before joining Eurofins, he spent 8 years at Xerox in digital marketing consulting, enabling digital media, marketing and content providers across Asia and Europe in adopting new technologies and launching cutting edge solutions. He is based in Bristol UK and is currently specialised in delivering DTT DSO and Digital Migration projects across the Eurofins client base.

​Jeroen Depraetere

As a young boy he loved to accompany his father, who worked as a television producer. He used to play hide and seek in the stage settings of the studios. After his studies, Jeroen started working at the public radio station, but quickly changed gear to television. As a junior producer he realised televised game shows and magazines, growing towards major live events like fundraising shows and award ceremonies. Jeroen explored the international dimension of television as executive supervisor of the Junior Eurovision Song Contest, Eurovision Young Musicians and the Eurovision Dance Contest. He founded the Television Academy of Flanders to reward best talent and television programs. And he was managing director of a production company, part of Sony Pictures Television International.

Currently Jeroen continues his creative journey as Head of Eurovision TV and Future Media at the European Broadcasting Union exploring the collective rights acquisitions and international coproduction models.
