The National Telecommunication Commission (CONATEL) of Paraguay has partnered with ITU on a project to develop and implement “Bottom-Up” cost models for fixed and mobile services for the Paraguayan telecommunication market. The project aims at promoting a healthy competition among fixed and mobile service providers, enhance the predictability of charges and over time, reduce calling costs for consumers.
