In response to Resolution 141 of the Plenipotentiary Conference, a
Council Working Group has been established to conduct a study
on the participation of all relevant stakeholders in the activities of
the Union related to the World Summit on the Information Society. At its
2009 session, the ITU Council will present a final report on the Study
for the use of Member States in preparing their proposals for the next
Plenipotentiary Conference.

- Terms of Reference
The terms
of reference and mandate for this Working Group shall include, but not
be limited to, the following tasks: |
- to establish a set of criteria for defining which
stakeholders are relevant to participate in ITU activities
related to WSIS, taking into consideration the added value of
their participation;
- to analyze the definitions of Sector Member and Associate
and the related provisions of the legal instruments of ITU, and
how they could be applied in order to enhance the membership of
ITU, and, if required, to identify possible amendments to these
provisions;

Open Consultations about the participation of all relevant
stakeholders
|

In order to find out about the views of as many
relevant stakeholders as possible, the Resolution mandated the Council
Working Group to conduct open consultations on this issue.
At its fourth meeting in January 2008, the Group agreed on the
modalities and time frame of such open consultations. The Group also
agreed on a set of questions that all entities that were accredited to
the World Summit on the Information Society are invited to reply to
until 15 June 2008. The Group further decided to invite the membership of
ITU to reply to additional questions.
All relevant answers to the questionnaires will be considered by the
Group at its next meeting in September 2008 and serve as input for
the future work on the study. Member States can consult the replies
here.

process have been organized:
