Summary: Information and telecommunication are the keys to promote socio-economic development and to alleviate poverty. The sharing of network infrastructures could significantly reduce network construction costs and help to expedite the spread of telecommunications, leading to optimum resource utilization and narrowing of the digital gap. There are many practical considerations that need to be emphasized for the shared infrastructures such as poles, passive components, optical fibre cables, ducts, and active components. In this recommendation, the sharable network infrastructures are referred and the generic practical considerations dealing with technical and functional aspects, installation and maintenance aspects, security and safety aspects are described, aiming to give comprehensive reference material for governments, operators and network construction enterprises who want to build the telecommunication network efficiently and economically by introducing infrastructures sharing. The national experiences about the implementation and practices for the shared network infrastructure are described in the appendices to give detailed references.
