Summary: In the context of global low-carbon development and rapid development of information and communication infrastructure, the green development of base station site is crucial. Energy conservation and emission reduction of base station sites have always been a key issue of concern in the industry. The challenge lies in evaluating the energy efficiency levels of these base station sites. Given the diverse types of base station sites, including room-base station site, cabinet-base station site, and micro-base station site, as well as their various application scenarios and operational requirements, there is a need for a more scientifically and logically defined system for classifying and assessing the energy efficiency of base station sites. Many base station operators often refer to the energy efficiency standards and methods of data centers and telecommunication rooms when evaluating the energy efficiency of base station sites. However, base station sites have significant differences in structure, type, and business compared to data centers and communication rooms, and this evaluation method cannot be applied to various scenarios of base station sites. Recommendation ITU-T L.1350 and ITU-T L.1351 provide the energy efficiency metrics and measurement methodology for base station sites, but do not provide a reasonable grading method for base station site energy efficiency indicators. In summary, although the existing standards for data centers cover a wide range of aspects, they do not fully address the diverse scenarios encountered in different types of base station sites. The site energy efficiency standards provide conceptual guidelines and measurement methods for relevant indicators but do not propose how to determine the energy efficiency levels for different types of base station sites based on their unique characteristics, locations, and operational requirements. Therefore, there is a need to develop a comprehensive and systematic approach to classify and determine the site energy efficiency metrics for various base station site scenarios.
