Summary: To establish efficient GHG emission reduction strategies for base station sites in support of Net Zero strategies, it is important to investigate which strategies to follow and to establish best practices to support the accomplishment of Net Zero. After Net Zero commitments by different regions and in support of L.1471, it is important to get unified worldwide guidance and processes in place to effectively realize GHG emission reduction in base stations. In support of existing methodologies in the L.14xx series which provide the assessment principles, the definition of net zero and the trajectories to follow, this work item will provide guidance to support the implementation of such trajectories. However, a detailed accounting methodology for GHG emissions at base station sites level is still lacking and will be developed in Q9. That work item will be closely related to this work item and provide guidance on how to assess the relative importance of decarbonizing different activities. This Recommendation will provide the energy consumption for decarbonization of Base Station sites based the accounting principles privided by L.GHG emissions_BS. With commitments of reaching Net Zero from different countries at different points in time, in the field of ICT, ITU should provide guidance on how GHG emission reduction strategies for base station sites could best support this transition. Such guidance would provide the means for investigating the progress of base station sites GHG emission reduction in different regions and evaluate the effect of energy-saving technologies.
