Summary: This Recommendation establishes a comprehensive technical framework to support the global telecommunications industry in achieving carbon neutrality objectives. It introduces a lifecycle greenhouse gas (GHG) measurement methodology for base station sites, encompassing three pivotal components: energy consumption analytics, carbon emission quantification models, and cross-regional best practice case studies. Six core decarbonization pathways are systematically defined: Intelligent energy-saving technologies (e.g., AI-driven dynamic power management); Renewable energy integration systems (hybrid wind-solar-storage power supply architectures); Infrastructure sharing mechanisms (multi-operator radio frequency resource coordination); High-efficiency thermal management solutions (liquid cooling systems with ≤1.15 PUE); Circular economy implementations (modular design with ≥95% component reusability); Standardized monitoring frameworks compliant with ITU-T L.1450 specifications.
